Our Resource Efficiency Criteria for Development is a convenient reference guide to policy and legal directives and guidelines that form part of the City's overall sustainability framework related to the built environment. The criteria outlined in the guide apply to development in a broad sense – useful for the building plan stage, site development planning and land use submissions.
A guide for all practitioners
The guide provides developers, architects, draughtspersons, planning professionals (and the building sector in general) with the information required to comply with national regulations, City policy and legal requirements related to resource efficiency.

While some of the criteria mapped out in the guide still require voluntary compliance, they are all considered important by the City of Cape Town. The framework covers seven categories of environmental resource related areas:
- Site selection
- Transport efficiency
- Construction materials
- Water efficiency
- The natural environment
- Waste management
Decisions made in each of these areas have a high environmental and socioeconomic impact. Even the basic nature and location of development has important consequences for Cape Town's urban form and for the people who live and work here.
