More Hanover Park backyarders receive services | More Hanover Park backyarders receive services | | <img alt="" src="https://resource.capetown.gov.za/cityassets/PublishingImages/Backyard%20Dwellings%20Header.jpg" style="BORDER:0px solid;" /> | <p>The City’s Human Settlements backyarder programme assisted a number of backyard households residing on City-owned property in Hanover Park and surrounds and is carrying out the programme in a number of areas in the metro. </p> | <p>The City assists where feasible, with the provision of one-on-one water, concrete toilet structures, washing basins and water dispensing systems, refuse and electricity to backyarders residing on City-owned property. The backyarder service programme is a city-wide programme that aims to assist backyarder residents living on City-owned rental property. </p><p> The City’s Mayoral Committee Member for Human Settlements, Councillor Carl Pophaim, and teams visited the residents of Hanover Park where the backyarder services have been installed.</p>

<p>‘We were thrilled to see the progress that the teams have made in Hanover Park with the installation of important services, such as concrete toilets and water supply to residents residing on City-owned rental property in the area. The Municipal Finance Management Act determines that public money cannot be used for the enhancing of private property and the City can therefore only assist backyarders residing on City-owned property. My vision however is to invest greater resources in driving the upgrade of living conditions of all our residents living in informality through various programmes and initiatives‘.</p><p>‘The backyarders programme is one of our priority programmes within Human Settlements and we are pleased that this work will immediately improve the lives of many residents residing in backyards in Hanover Park, and also in projects across the metro‘. </p>

<p> ‘The City was the first municipality in the country to introduce basic services to backyarders residing on municipal-owned property. The programme started in 2014 and entails the provision of one-on-one water, concrete toilet structures, washing basins and water dispensing systems, refuse and electricity to backyarders residing on City-owned property. The City also assists with the maintenance and upkeep of the installations. While hard work continues to assist as many backyard residents residing on City property with basic services as possible, we encourage all backyard residents to register and to update their details on the City Housing Needs Register for affordable housing opportunities in the metro. There is typically a low registration rate for backyard dwellers who are a very vulnerable grouping,’ said Councillor Pophaim.</p>
