Apply for the Humanitarian Relief Programme<h2 class="sectHeading">​​​​​​​​​About​​​​​​​</h2><p>We provide food relief services to people in vulnerable communities, who have been severely affected by the Covid-19 pandemic. </p><p> We do this by partnering with a number of local organisations to help us distribute the food. If your Non-profit Organisation (NPO) or Public Benefit Organisation (PBO) has experience in either or all of the following, we want to hear from you: </p><ul><li>the direct preparation distribution of cooked meals to vulnerable communities; and/or</li><li>the distribution of raw products and the direct supervision of community based organizations preparing and distributing cooked meals; and/or</li><li>the provision of food parcels to individual households. Organisations must be <a href="https://www.capetown.gov.za/Eservices">registered on the City's supplier database</a>.</td></tr><tr><td colspan="1">​3.</td><td> <a href="https://secure.csd.gov.za/" target="_blank">National Treasury Supplier Database<i class="icon link-external"></i></a> registration number e.g. MAAA0524789.</td></tr><tr><td rowspan="1" colspan="1">​4.</td><td rowspan="1">​A signed copy of the organisation’s constitution, initialled on each page.</td></tr><tr><td rowspan="1" colspan="1">​5.</td><td rowspan="1">​Proof of bank account details (not older than three months from 1 November 2020 and stamped by the bank).</td></tr><tr><td rowspan="1" colspan="1">​6.</td><td rowspan="1">​List of your organisation’s bank account signatories issued by the bank.</td></tr><tr><td rowspan="1" colspan="1">​7.</td><td rowspan="1">​Latest annual financial statements (if the amount you are applying for is more than R50 000).</td></tr><tr><td rowspan="1" colspan="1">​8.</td><td rowspan="1">​An income and expenditure statement as tabled at your last annual general meeting (if the amount you are applying for is less than R50 000).</td></tr><tr><td rowspan="1" colspan="1">​9.</td><td rowspan="1">​A copy of your organisation’s latest up-to-date municipal account. If the organisation's account is in arrears, they can <a href="https://www.capetown.gov.za/City-Connect/Pay/Municipal-accounts/Electricity/arrange-a-payment-plan-for-debt-collection">arrange a payment plan</a> with our Revenue Department.</td></tr><tr><td rowspan="1" colspan="1">​10.</td><td rowspan="1">​If the organisation is renting property, the owner (lessor) of the property must be up-to-date with their municipal account payments.</td></tr><tr><td rowspan="1" colspan="1">​11.</td><td rowspan="1">​If the organisation is registered as a VAT Vendor, it must submit a zero-rated tax invoice which includes the City’s VAT number 4500193497.</td></tr><tr><td rowspan="1" colspan="1">​12.</td><td rowspan="1">​A valid Tax Compliance Status certificate including a SARS-issued TAX PIN.</td></tr><tr><td rowspan="1" colspan="1">​13.</td><td rowspan="1">​A valid NPO/PBO certificate.</td></tr><tr><td rowspan="1" colspan="1">​14.</td><td rowspan="1">​Certified copies of board members’/management committees members’/board of directors’ identity documents, or certified copies of IDs of the chairperson and treasurer of the organisation.</td></tr><tr><td rowspan="1" colspan="1">​15.</td><td rowspan="1">​Minutes of the organisation’s annual general meeting – not older than 18 months (the oldest date being 1 July 2019)</td></tr><tr><td rowspan="1" colspan="1">​16.</td><td rowspan="1">​A copy of the organisation’s <a href="https://www.capetown.gov.za/City-Connect/Apply/Licences-and-permits/Business-and-trade/Apply-for-a-certificate-of-acceptability"> Certificate of Acceptability</a> for food handling, issued by the City’s <a href="https://www.capetown.gov.za/Departments/City%20Health%20Department">Health Department</a>.</td></tr></tbody></table></div></span> <p> <strong>Step 2:</strong> Submit your application, together with all supporting documents to <em> <a href="mailto:admin.hrp@capetown.gov.za">admin.hrp@capetown.gov.za</a>.</em></p><p> <strong>We will not consider any applications that do not comply with the following conditions:</strong></p><ul><li>All of the above-listed documents must be completed and submitted before the closing date. Late submissions will not be accepted.</li><li>Adherance to the <a href="https://resource.capetown.gov.za/documentcentre/Documents/Bylaws%20and%20policies/Grants-in-Aid%20Policy.pdf" target="_blank">City’s Grant in Aid Policy</a>.</li><li>The identification of the specific geographic locations within the wards targeted for intervention.</li><li>The requirements of the <a href="https://www.gov.za/documents/local-government-municipal-finance-management-act-0" target="_blank">Municipal Financial Management Act, Act 56 of 2003</a></li></ul><p>The selected organisations will be required to enter into a Memorandum of Agreement/Special Delivery Agreement with the City, based on specific community needs.
