Commercial telecommunications services<span> <h2 class="sectHeading">​​​​​​​​​​​Understanding our services</h2></span> <p> With our services, we do not aim to compete with service providers but rather, by supporting commercial service providers, we aim to encourage the expansion of the availability of broadband services in Cape Town. </p> <span> <div class="notification with-heading dark-copy pink bg-light-grey"><div class="graphic with-border"> <i class="info note">​​​</i> </div><div class="desc"><h4>Please note</h4><p>We do not provide services to end-users, like ordinary businesses. You will need to go to a private telecommunications service provider should you need optic fibre connectivity in your building. </p></div></div></span><span> <h2 class="sectHeading">​​​​​​​​​The Cape Town Metro Area Network</h2></span> <p> A metro area network is a telecommunications network built and operated to service specific urban regions. It is underpinned by a single shared infrastructure capable of supporting multiple networks and usually operated on an “open access” basis.</p><p>The Cape Town Metro Area Network uses optic fibre cables that will, when complete, extend from Atlantis in the north to Strand and Somerset West in the east, and to Simons Town in the south. Our network already consists of 800 km of optic fibre cables and 25 switching facilities. Optic fibre cables and microwave links are used to connect 300 City buildings at speeds of up to 1Gbps.</p><p>The network already has an extensive presence in Khayelitsha, Mitchells Plain, Nyanga, Kuilsrivier, and Atlantis, where significant investment has been made. The Network will eventually have 60 switching facilities strategically located across the whole metro area.</p> <span> <h2 class="sectHeading">​​​​​​​​​​Tariffed services for telecommunications service providers​​​​​​​</h2></span> <p> The City’s network infrastructure is operated on “open access” principles. It is available for licensed telecommunications service providers to extend the reach of their own networks and provide broadband services to their customers.</p><p> <strong>The City’s tariffed services fall into three main categories:</strong></p><ul><li>Optic fibre connections to buildings</li><li>Metro backhaul</li><li>High sites for microwave and other wireless services</li></ul><p> <strong>To support these services, the City offers two related services:</strong></p><ul><li>Co-location of equipment in switching centres</li><li>Cross-connects between the City’s network infrastructure and the clients’ network infrastructure</li></ul> <span> <h2 class="sectHeading">​​​​​​​​​​Optic fibre connections to buildings​​​​​​​</h2></span> <p> The City will lease a pair of optic fibres on an existing cable between a connected building and the nearest switching centre. If an operator requests to lease fibre to a building that is not already supplied with a municipal cable, then the City may install one, subject to conditions.</p><p>The monthly tariff for the lease depends on the straight-line distance between the building and the switching centre. The tariff for a fibre pair to all buildings within a circular area around each switching centre at a single rate, which can be discounted for volume. </p><p>The flat rate area around each switching centre varies depending on the location of the switching centre in the metro – for example, the flat rate areas in the business districts are of a smaller size compared to those in other areas where the City wishes to encourage development.</p><p>The first building connection provided to each operator in a flat rate tariff area is accompanied by a 100Mbps backhaul service at no change for the first 24 months. This can be used to backhaul traffic from additional building connections as they are added. Each access fibre pair can be actively monitored at an additional charge.</p><p>The City also provides a bulk discount to service providers who have 20 or more building access connections. </p> <span> <h2 class="sectHeading">​​​​​​​​​​Metro backhaul​​​​​​​</h2></span> <p> Traffic from any connected building can be backhauled to a service provider’s network using either a VPLS (Virtual Private LAN Service) or VPN (Virtual Private Network) operating between all switching centres in service across the metro. These services are offered at a range of speeds from 100Mbps to 10Gbps.</p><p>The tariff is determined by the capacity of the service provided.</p> <span> <h2 class="sectHeading">​​​​​​​​​​High sites for microwave and other wireless services​​​​​​​</h2></span> <p> Many of the City’s switching facilities also have masts high sites, which can be used to mount microwave and other wireless equipment. Fibre connectivity to the associated switching centre is also provided.</p> <span> <h2 class="sectHeading">​​​​​​​​​​Co-location of equipment in switching centres​​​​​​​</h2></span> <p> Cabinets are available for lease in each switching centre, to host equipment to manage traffic to each building, between each switching centre, and back to another network.</p> <span> <h2 class="sectHeading">​​​​​​​​​​Cross-connects between the City’s network and your network</h2></span> <p> The City will install a physical cross-connect cable between the data centre of a licensed service provider and the nearest City switching centre, subject to conditions. This can be leased to carry backhauled traffic to an upstream network.</p><p>Cross-connect cables are already installed to several commercial data centres that provide network peering facilities, including Teraco in Newlands and the Internet Solutions data centre in Bree Street.</p> <span> <h2 class="sectHeading">​​​​​​​​​​Terms of use and tariffs​​​​​​​</h2></span> <p> All these services to commercial service providers are subject to a service level agreement.
