New Goodwood Municipal Court officially opensOfficial opening of the newly built Goodwood Municipal Court.<p>​The City of Cape Town’s Mayoral Committee Member for Area Central, Councillor Siyabulela Mamkeli, and the Deputy Minister of Justice and Constitutional Development, Mr John Jeffery today jointly unveiled a plaque to signify the official opening of the newly built Goodwood Municipal Court.</p><span>​<figure class="figure-credits right"><img class="responsive" alt="placeholder" src="" style="width:576px;" /><figcaption> <p> © City of Cape Town</p> </figcaption> </figure> </span>The old court building was demolished in 2016 by the City’s Transport and Development Authority (TDA) who identified the court building as part of their project to refurbish the entire precinct. In addition to the municipal court, other departments located within the precinct are Fire and Rescue Services, Disaster Risk Management, Traffic Services and TDA.<p>During her keynote address at the opening, the City’s Mayoral Committee Member for Corporate Services, Councillor Raelene Arendse said, ‘The reconstruction of the Goodwood Municipal Court is in line with the values of the City’s Organisational Development and Transformation Plan that strives to build an organisation that is customer-centric. The enhancements in the new court building will ensure that our customers have a more pleasant experience at our facility. I am proud that the quality of our services sets a benchmark for other municipalities to follow. A few have visited the City on a fact-finding mission with the intention of establishing municipal courts in their municipalities’.</p><p>The City’s partnership with the relevant stakeholders dates back to 2000, when a Memorandum of Understanding was concluded with the Department of Justice, the Director of Public Prosecutions, and other stakeholders to establish the first municipal court on 18 April 2000, known as the Cape Town Municipal Court which operated from the City Hall.</p><span>​<figure class="figure-credits left"><img class="responsive" alt="placeholder" src="" style="width:473px;" /><figcaption> <p> © City of Cape Town</p> </figcaption> </figure> Today, the City operates 11 municipal courts that are located across the metro in Parow, the CBD, Goodwood, Strand, Blue Downs, Mitchells Plain, Wynberg, Khayelitsha, Atlantis, Simon’s Town and Somerset West.<p>‘Such partnerships between the various spheres of government are crucial to enable us to deliver services successfully to our residents. Only if we work in close collaboration will we be able to make progress possible. Our customers need to be at the centre of all we do. It is important to note that some court functions, such as traffic violation representations prior to set court dates, are not limited to the residents of Goodwood and surrounding areas only, but are open to residents from outside these areas and working within the Goodwood municipal court jurisdiction area,’ said Councillor Mamkeli.</p><p>The new Goodwood Municipal Court boasts a number of enhancements such as improved access for the public to pay their fines and to make enquiries and representations. Parking is available in close proximity to the court which allows for ease of access for clients. The lighting for the court complex has been upgraded and fitted with motion sensors which help to save on electricity consumption. The access from the holding cells to the court has been newly designed in such a way that there will be minimal disruption of court proceedings.</p><span><figure class="figure-credits right"><img class="responsive" alt="placeholder" src="" style="width:576px;" /><figcaption> <p> © City of Cape Town</p> </figcaption> </figure></span></span><p>In view of the increasing workload, the court will sit on a Monday, Wednesday and Friday, with a dedicated magistrate, two prosecutors and administrative support staff that includes court interpreters and court orderlies.</p><p>Initially the role of the municipal courts was to primarily prosecute cases related to traffic offences. However, over the years there has been a gradual increase in the number of cases brought before the court through the municipal enforcement of the local authority by-laws and national legislation related to the following:</p><ul><li><div style="text-align:left;">The National Building Regulations</div></li><li><div style="text-align:left;">Health legislation</div></li><li><div style="text-align:left;">The Business Act</div></li><li><div style="text-align:left;">The Municipal Planning By-law dealing with land-use issues and enforcement</div></li><li><div style="text-align:left;">The Streets, Public Places and Prevention of Noise Nuisances By-law, in other words prohibited behaviour and noise nuisances</div></li><li><div style="text-align:left;">The enforcement of the Graffiti, Informal Trading, Community Fire Safety, Air Quality, Animal and Environmental Health By-laws</div></li><li><div style="text-align:left;">The enforcement and prosecution of water-wasters in terms of the Water By-law, especially during this period of drought</div></li></ul><p>Municipal courts operate in accordance with, among others, the Magistrates’ Court Act, the Criminal Procedures Act, and the various Department of Justice codes.</p><p>Many years ago, the Goodwood Municipal Court dealt with a court roll of approximately 300 cases per day. Advancing water resilience: getting to an additional 500 million litres of new water a dayStatement by the City's Executive Mayor, Patricia de Lille<p>​At the Council meeting in May this year, I announced a new strategic approach to the drought: building water resilience. It signalled a new approach to risk and a new appreciation of the unpredictability of the impacts of climate change.</p><p>Over many decades, engineers and planners built the water supply infrastructure in Cape Town and in the surrounding areas that has served us well. This infrastructure and the associated water management techniques have previously navigated Cape Town through drought periods. The drought we are currently experiencing is the most stubborn, intense and protracted in recent history. Prior to the onset of the drought, the City was using water well under its registered allocation determined by the National Department of Water and Sanitation. Despite our population growth almost doubling since 1996, our water demand has remained relatively flat.</p><p>As a proactive government, we have had water restrictions in place since 2005, which were intensified from the beginning of 2016 – over 20 months ago. These restrictions have become progressively tighter, which is the accepted technique of matching demand with availability during extended periods of low rainfall. Without these restrictions, Cape Town may have run out of water by this time.</p><p>Up until May this year, the City’s approach to responding to the drought was based principally on driving down demand and supplementing supply with limited new augmentation schemes. The approach, based on projections from hydrological and dam modelling, had worked in the past. It did not provide us with sufficient confidence on this occasion.</p><p>Internally we developed new scenarios and decided to take the most pessimistic view of the drought and likely rainfall as possible. We accept that the impacts of climate change add significant uncertainty to existing models. Climate feedback loops add further complexity. That means that some decisions need to be made in the context of unpredictability. That does not imply making poor decisions. It means making decisions that factor in a greater understanding of risk. It means making decisions that mitigate against shocks, that in the context of our city affect the most vulnerable parts of our population most acutely. That is why we believe we are within a scenario called The New Normal – a scenario in which we do not bank on the drought ending but rather actively plan as if it will continue indefinitely.</p><p>The dam system that supplies Cape Town stood at 31,1% as of Monday, significantly lower than the 56,1% of capacity at the same time last year. The current dam levels are about 12 percentage points higher than the when City announced its new strategic approach at the end of May, due to limited rainfall and reduced daily consumption.</p><p>Over the last 11 weeks, under the leadership of the Chief Resilience Officer (CRO), and with the support of the Water Resilience Task Team created by Council, a portfolio response has been developed and supported by professional consultants, some of whom have experience in responding to droughts in other parts of the world, including Australia and California.  </p><p>Various programmes, each with associated initiatives, have been established over the emergency and tactical phases which run until the end of June next year, and the strategic phase which runs from July next year onwards. These initiatives build on the drought response initiatives since late 2015, which include pressure reduction, increasing restrictions, and heightened enforcement.</p><p>At the May Council meeting I signalled the new strategic intent of the City in terms of both the consumption of water and the supply of water. Our intent is to both drive down collective usage to 500 Ml/day and to ensure that there is always at least 500 Ml/day of water in production. Cape Town has up until now relied on its dam system for more than 90% of its potable water requirements. While our dams may fill up over time, our future will include an improved ratio of non-surface water to surface water options. </p><p>Today I announce the outcomes of the work that the Water Resilience Task Team has performed thus far, following the information received from the Request for Information (RFI), and the explicit plan to augment the system using a number of technologies and sources by up to 500 Ml/day over the months ahead. This is a significant increase compared with the relatively small schemes that were being planned up until May this year.</p><p><strong>NEW WATER AUGMENTATION</strong><br>The City has commenced procuring and commissioning, in a staged way, various augmentation schemes with the intention of making available up to 500 Ml/day of non-surface water.</p><p>Request for Information/Ideas (RFI)<br>On 19 June 2017 the City released an RFI to the market for proposed solutions that would enable the City to temporarily establish several small, intermediate and possibly even large plants to supply potable water. By the closing date on 10 July 2017, over 100 submissions had been received. The proposed solutions offered were varied including desalination at various scales, inclusive of container solutions, barges and ships, water reuse technology at various scales, aquifer and borehole options, engineering and infrastructure options, and water demand management options, among others.</p><p>Our technical experts scrutinised the submissions, and were able to determine, with a significantly higher degree of clarity, the feasibility of commissioning various options, and the time it would take, if procured, to deliver the options. Importantly, the technical experts were also able to improve understanding of the costs involved. An extensive procurement plan is now in place and procurement has commenced.</p><p>The augmentation plan across technologies: getting to an additional 500 Ml of new water a day<br>A variety of technologies will be introduced to augment the system.</p><p>The below figures per technology reflect schemes at full production. Commissioning dates vary according to staging of procurement and complexities related to installation and site preparation. addition to the above, there is an additional planned augmentation of 10 Ml/day from the TMG aquifer and 1 Ml/day from the Oranjezicht Spring. Both these initiatives featured in the drought response prior to the launch of the Water Resilience Portfolio Response in May.</p><p>The urgency to get to these various technologies at the various locations is well understood. The City now has an advanced understanding of the requirements of each site, and how to connect new technologies into the existing water network.</p><p><strong>Procurement</strong><br>The RFI was not a procurement mechanism but did provide the City with valuable insights into the market of options.  This knowledge has been useful in planning an extensive number of rapid procurement initiatives that are being rolled out. The first tender was issued on 16 August 2017, and for the next several weeks the full number of tenders will be issued.</p><p>It cannot be stressed enough that the complexity of running multiple processes at the same time is a significant challenge. The stage is, however, already set due to work completed in recent weeks. Bid specification committees have been appointed, the development of bid specifications is in progress, and the bids are registered on the demand register. In addition, engineering consultants have been appointed to assist the process.</p><p>Each batch of tenders will be processed as quickly as possible. Council has provided the administration with permission to use emergency procurement mechanisms in order to ensure that Cape Town is able to achieve a safe supply of water, and has noted that procurement must be done within the bounds of the law and that all actions should be reported to Council. Rapid procurement is further supported by the Premier’s declaration of the region as a disaster area.</p><p><strong>Cost implications</strong><br>Bringing so many new technologies online simultaneously at multiple sites around the city is expensive. Within the rules of the Municipal Finance Management Act (MFMA), budgetary provisions for augmentation will need to be increased and reprioritised. Every effort needs to be made to fund implementation this year from available resources and then to plan accordingly for the outer years.</p><p>Tariffs, inclusive of water and rates, are already established for 2017/2018 and cannot be adjusted. For this reason, consumers will not face any new costs for the remainder of the financial year. For this financial year, the finance team is working on making funding sources available, including cash, reprioritisation of existing water projects, a concessionary loan from an external funder, and curtailing expenditure elsewhere in the administration.</p><p>The City takes a conservative approach to finance, and so the exact funding requirements cannot entirely be known at this point in time. From information obtained from the RFI, along with expert work done by our consultants and own staff, we envisage that with regard to the Immediate Tranche and the First Tranche, the capital expenditure over this financial year and the next financial year will be in the region of R2 billion and the operating expenses will be upwards of R1,3 billion. Costing of the Second Tranche and the Extreme Tranche is still proceeding.  </p><p>It is inevitable that there will need to be new water and rates tariffs developed based on new modelling over the coming months, which will need to be put to Council for decision in May 2018, for implementation in July 2018.  It must be stressed that City will do everything in its power to curb expenditure across the administration to reduce the impact on future tariffs, but it can be expected that tariff increases significantly above inflation will occur in the 2018/2019 financial year. More information will be communicated as financial models are finalised. </p><p>All residents need to weigh up the costs of running out of water and the damage that will be inflicted on the economy and human health, compared with the costs of installing resilience measures to ensure that the city can adapt, survive and thrive no matter the extent of the drought shock it may encounter.</p><p><strong>Licensing </strong><br>Where new water augmentation installations require licensing, inclusive of environmental authorisations and water use licences, these are being sought from the relevant competent authorities including the National Department of Environmental Affairs and the National Department of Water and Sanitation. Our officials have already made the two national departments aware of the extent of the authorisations that will be sought. I will in due course be meeting with both ministers to request assistance in expediting all authorisations within the bounds of the law.</p><p>In addition, I will also be engaging with the Ministers of Finance and COGTA regarding the financial and legal requirements for this expenditure within the provisions of the law.</p><p><strong>Programmatic implementation</strong><br>The procurement and commissioning of multiple new augmentation schemes in rapid time is going to be one the largest and most complex expenditure programmes in the history of the City of Cape Town.</p><p>Our existing water and project management staff are pushing at maximum capacity to deliver the water resilience portfolio response, while at the same time managing the existing water system. Due to the multiple new installations that are envisaged, approximately 80 new staff (inclusive of contractors and permanent staff) will be hired in the coming weeks to assist with delivering the full extent of the envisaged projects.</p><p>A command hub will be established in the Civic Centre to allow for co-location of the full team.</p><p><strong>WATER DEMAND MANAGEMENT</strong></p><p><strong>Restrictions</strong><br>The target for water consumption in the city, which has been in place since 1 July 2017, is 500 Ml/day per day.  The actual consumption at this time is 610 Ml/day. The current restriction levels are at Level 4B which, among others, prescribes a maximum of 87 litres per day requirement on residents.</p><p>I would like to acknowledge the extraordinary contribution by the vast majority of our residents to conserving and using water more efficiently during the drought period thus far. Collective water usage has dropped from close to 1 000 Ml/day a day at the start of the year to just above 600 Ml/day a day last week.  Most of our residents have pushed hard through the implementation of more severe restrictions over time, starting with Level 2 restrictions (1 January 2016 / target 800 Ml/day), and then Level 3 restrictions (1 November 2016 / target 800 Ml/day), Level 3B restrictions (1 February 2017 / target 700 Ml/day), Level 4A (1 June 2017 / target 600 Ml/day) and Level 4B restrictions (1 July 2017 / target 500 Ml/day).</p><p>There is a very good reason that the City administration is driving down usage. Decreased consumption builds resilience and extends the availability of water in our dam system over a period of time. Notwithstanding the City’s extensive plans to augment the water supply from non-surface water solutions, if we were to all save a further 100 Ml/day starting from now until the end of January next year, we would extend the availability of water in our dam system by about a whole month.</p><p>For this reason the City is contemplating the implementation of Level 5 restrictions. While this level of restriction will not adjust tariffs, as tariffs can only be adjusted by Council once a year, it is likely to include penalties for exceeding prescribed usage at the household level. More details will be forthcoming within the next month.</p><p>Our communications campaign to residents of Cape Town on how to save water has been extensive. We have offered a number of resources across various communication platforms, with recent additions including an online personal water use calculator. Our ThinkWater exhibition that promotes efficiency and conservation technology for households has toured at least five shopping centres with high foot traffic since the beginning of July 2017. </p><p>As we prepare for the hot summer months ahead, it is imperative that the consumption does not spike, especially considering the arrival of tourists during the holiday period. It must be noted that the increased population of the city during this period is commonly offset by a reduction in business and industrial consumption of water so the increased risk is not high. Nevertheless, a campaign targeting visitors will be instituted.</p><p><strong>Pressure management</strong><br>This week we have started a campaign on how households can personally reduce the flow of water from the municipal system to their households. This is involves the adjustment of water-isolating valves (stop-cocks) on properties to reduce flow rate. Further communication, including a video on how to perform this action, will be forthcoming in the next few days.</p><p>Pressure adjustments on bulk supply lines have helped to reduce consumption over recent months, and it is hoped that significant further reductions could be achieved if residents also reduce flow through the private-side isolating valve. Residents are advised that the City is intensifying its pressure reduction programme. The City will continue to intensify its pressure management initiatives targeting areas where pressure is still higher than two bars at the critical point.</p><p>The next two to three weeks are a crucial time to determine the effectiveness of these additional pressure management interventions, whether at the household level or the bulk supply level, towards attaining the 500 Ml/day collective consumption target. </p><p>At this time it must be stressed that the City has no plans to perform localised water-shedding. However, due to advanced pressure management, there may be occasions where properties in high-lying areas in various supply zones are will be without water for short periods of time.</p><p><strong>Enforcement</strong><br>The City has commenced the installation of water management devices to restrict high consumption households across Cape Town, as per the directive contained in public notice No. 54794 published in Provincial Gazette 7792 of 14 July 2017. The aforementioned directive was issued in terms of in the Level 4B restrictions, which empowers the City to install water management devices on premises where the water usage is unjustifiably excessive with respect to the restriction level.</p><p>We have sent warning letters to more than 21 500 households that are still using excessive amounts of water. Letters have been hand delivered to 175 households that were consuming over 100 000 litres per month. </p><p>Water management devices will be installed at properties where more than seven working days have been allowed for action to be taken by the customer. Where a substantial reduction in water use is evident, the City will not restrict. Where consumption remains high, water management devices will be installed at the cost of the property owner. The costs range between R4 560 and R4 732.</p><p>We started installations of water management devices at high consumption properties in Constantia and Claremont yesterday and will be continuing the installations in areas across Cape Town such as Durbanville, Southfield, Oakdale, Rondebosch, Crawford, Three Anchor Bay and Parklands.</p><p>Water inspectors and law enforcement officers continue to conduct compliance monitoring site visits and inspections on the ground. Since February 2016 to date, 370 Notices of Contravention and 479 spot fines have been issued.</p><p>We urge businesses and households to use alternative water sources for all non-domestic purposes and take the necessary precautionary health and hygiene measures.</p><p><strong>DISASTER MANAGEMENT PLAN</strong><br>The City’s first priority is to avoid acute water shortages.  Day Zero is a moving date, affected by a variety of variables including rainfall, collective water usage, evaporation and new augmentation schemes.    </p><p>The City’s work on the Disaster Management Plan for acute water shortages is continually being refined in conjunction with partners in other spheres of government. It is currently in its 10th version. A higher level of detailed planning is being sought, and hence the plan is not yet ready for distribution. The City is committed to releasing the plan by the end of September.</p><p><strong>Conclusion</strong><br>This announcement has intentionally focused on the initiatives required during the emergency and tactical phase, which is the period until the end of June 2018. These include initiatives to augment the supply of water and to drive down collective consumption of water.  </p><p>There are numerous other initiatives related to household and business adaptation that are under way which will be announced in due course. The strategic phase includes a number of initiatives, such as improving efficiencies in the Western Cape Water Supply System, rehabilitation of catchments outside of Cape Town’s jurisdiction, and improved management and use of stormwater. The water resilience approach has both short- and long-term ambitions.</p><p>The road ahead is going to be very challenging. The City is throwing every available resource at ensuring that acute water shortages are avoided. Building water resilience is the number one priority of the City administration. City puts neighbourhood watches in the express lane with crime dispatch systemOver the last decade, the City has invested millions of rands in developing neighbourhood watch organisations <p>​Hundreds of members from 79 neighbourhood watch organisations around the city now have quicker access to professional assistance and are able to relay incidents and request emergency assistance much faster, thanks to an application which allows for an easier flow of information between members and the City of Cape Town’s control centre.</p><span><figure class="figure-credits left"><img class="responsive" alt="placeholder" src="" style="width:511px;" /><figcaption> <p> © City of Cape Town</p> </figcaption> </figure><p>It is anticipated that as the system is refined and the interaction between the uniformed services and neighbourhood watch organisations improves, many more neighbourhood watches will be brought on board so that none of the estimated 50 000 neighbourhood watch members are left out of the loop.</p><p>Over the last decade, the City has invested millions of rands in developing neighbourhood watch organisations through training of thousands of patrollers, recruiting neighbourhood watch patrollers into the Law Enforcement Auxiliary Service (the City’s own police reservist force), partnering with neighbourhood watches to install and share information between CCTV camera networks, and providing equipment like jackets, torches and bicycles, hand radios and radio base stations for their watch rooms.</p><span><figure class="figure-credits right"><img class="responsive" alt="placeholder" src="" style="width:1142px;" /><figcaption> <p> © City of Cape Town</p> </figcaption> </figure></span></span><p>The City’s Mayoral Committee Member for Safety and Security; and Social Services, Alderman JP Smith, demonstrated the dispatch system earlier today. The system comprises two elements: base radios and, more recently, various applications such as WhatsApp, Link and Telegram.</p><p>‘We are currently using the City’s Tetra radio network to communicate with 14 cluster radio base sets across the city. The cluster base sets are strategically placed and surrounding neighbourhood watches have contact with the base set control centre. The centre is able to evaluate an incident reported and can call upon the Safety and Security Radio Communications Centre to assist with the emergency services needed, such as Metro Police, Traffic or Law Enforcement. Even the Metro EMS service is located there and now readily available to the neighbourhood watches,’ said Alderman Smith. </p><p>The Tetra radio system base radios were installed early in 2016 and have been operational since September 2016.</p><p>Neighbourhood watch organisations that have access to the system include those based in Gugulethu, Bellville, Atlantis, Durbanville, Bergvliet, Strand/Somerset West, Blue Downs, Mitchells Plain, Hout Bay, the Cape Town CBD, Parklands and Melkbosstrand.</p><p>The Telegram application was introduced in May this year and is also used for information flow to or from 79 neighbourhood watches to the radio control centre. They were able to contact the control room directly and quickly, which meant help arrived timeously for all involved.<p> </p><p>‘Our neighbourhood watches are our eyes and ears and they ensure a visible presence and security in the communities they serve. These members are patrolling their neighbourhoods and keep the Safety and Security Radio Communications Centre up to date with any activity occurring in their area. The advantage of the new system is that neighbourhood watch members are not alone when they are patrolling the streets and they know there is backup and professional help should anything occur that is beyond their capacity,’ said Alderman Smith.</p><p>The neighbourhood watch radio system is monitored 24 hours.</p><p>‘A key priority of the City’s Organisational Development and Transformation Plan is the use of technology to optimise service delivery. City moves to restrict high consumption households with water management devices City of Cape Town’s Water Inspectorate in officially kicking off the installation of water management devices to restrict high consumption households across Cape Town<p>​Today, 16 August 2017,  I joined the City of Cape Town’s Water Inspectorate in officially kicking off the installation of water management devices to restrict high consumption households across Cape Town. </p><p>The latest measure as part of our drought interventions comes as all households consuming over 20 000 litres per month were warned to reduce their consumption. Inspectors began visiting the users in excess of 60 000 litres per month and issued further warnings.</p><p>In July, as part of Level 4B water restrictions, the City issued a directive in terms of the Water By-law which empowers the City to install water management devices on premises where the water usage is unjustifiably excessive with respect to the restriction level.</p><p>The directive stated that in the event of non-compliance with Level 4b water restrictions and the 87 litres per person per day target, the City will, in terms of Section 36(4) of the By-law, at its discretion, install water management devices at premises where non-compliance is occurring. </p><p>Water management devices will be installed at households where high consumption cannot be justified or has not been rectified despite warnings. </p><p>During July and August, the City sent letters to approximately 21 500 households warning them that if their excessive use was not corrected and justified, we would be installing water management devices. </p><p>Water management devices will be installed at properties where more than seven working days have been allowed for action to be taken by the customer. </p><p>The property owner will be billed for the installation of the water management device at cost of between R4 560 and R4 732.</p><p>Of the 21 500 letters that have been sent so far, only 281 households wrote back to the City to request a quota extension, meaning they have more than four people on their property and require an allocation higher than the 350 litre per day allocation for the households. These requests will be evaluated by the Water Inspectorate. </p><p>Households will be restricted to 350 litres per day and where there is more than the average number of four people per household, as justified in the application made to the City to increase their quota, the City will set the water meter to a daily target that would allow each person to use their 87 litres per day in line with Level 4b restrictions.</p><p>Today we installed water management devices at two properties in Constantia and one in Claremont. These households’ water usage over the past six months ranged between 60 000 and 120 000 litres per month. This means that on average the daily consumption of these households was between 2 000 and 3 300 litres per day. </p><p>This is extremely unfair to the majority of residents who are saving water as we are in a severe drought and we have not received our usual winter rains. </p><p>The Water Inspectorate is continuing with the installation of water management devices at high consumption households every day over the next few weeks. </p><p>The City reminds households that it is the property owner’s duty to detect and repair water leaks.  </p><p>We have issued more than enough warnings and pleaded with residents to reduce consumption, but there are still too many people who continue to flout water restrictions. </p><p>We thank the many Capetonians who have employed numerous simple and innovative ways to save water. They have helped us to stretch our reserves and continue to make a great impact in terms of the overall water saving efforts. </p><p>But the time for asking people to reduce excessive consumption is over and we will now forcibly restrict those households who continue to contravene water restrictions.</p><p>This is a clear warning to all of the other households who continue to use water as normal or fail to check for and repair leaks on their properties. With drought as the New Normal, we need a drastic change in our behaviour and this requires everyone to do their part. </p><p>I will be making further announcements on the City’s Water Resilience Plan at my office tomorrow in terms of the alternative water sources the City will be tapping into over the short- to medium-term to augment our water supplies and avoid acute water shortages. </p><p>Saving water remains the most impactful and cost-effective intervention and so I appeal to all residents to continue saving water while we still have water to be saved.
