As you will see today, we have put the necessary measures in place to expand the health services available to the public during this pandemic. </p><p>Our Premier, Mr Alan Winde, his cabinet, and their officials, and together with the City of Cape Town administration, we have been hard at work preparing our health services, adapting other essential services, and ensuring that the residents across the whole province stay informed about what government is doing to address this pandemic.</p><p>As the City of Cape Town, we have worked closely with the Western Cape Government as well as the National Government to ensure that we are all working together towards the same goal – to save lives. <br>As you are very much aware, the lockdown has also caused significant hardship for many in South Africa, and we have to ensure that we also have measures in place to address these hardships. </p><p>The social response has been an equally critical lever of our response. During the first few weeks of the lockdown, it was clear that the lack of income in many of our communities was going to have a significant impact. We immediately began working with community leaders, the religious community and local NGOs to identify communities most in need in terms of food aid. Once identified, we began equipping soup kitchens in those communities with additional cooking equipment and dry goods to significantly expand their reach. </p><p>This pandemic has been the greatest challenge to our respective administrations and the peak is yet to reach us.</p><p>The medical response, much like the social response, requires partnerships between different spheres of government. </p><p>The Cape Town International Convention Centre (CTICC) has been an important part of the City of Cape Town’s economy through the hosting of major local and international events, as well as some of the world’s biggest conferences, and in the process creating thousands of jobs. </p><p>However, its greatest – and most important – use appears to be in the coming weeks.</p><p>The CTICC –1 building is available to expand our health services until the 27th of July, with an option to extend this on a month-to-month basis until the end of the year. </p><p>The CTICC has generously waived the hire cost of the venue. The temporary infrastructure build, operating and catering costs for the initial hire period will total approximately R47 million. </p><p> This amount excludes the costs that the Department of Health incurs in providing clinical equipment, oxygen, medication and temporary staff for the temporary hospital.<br> <br>We have done our part as government to prepare for the next phase of the pandemic. Even now – especially now at level 3 – as we safely get our economy going again - the responsibility now rests with our citizens, to keep following the health regulations.</p><p>Mr President, I want to thank you for your leadership. Here in Cape Town, as OneCityTogether, we can beat this pandemic if we all work together, and everyone practices compassion for their fellow human being. City urges business to observe health and safety protocolsI had the pleasure of visiting Stripform Packaging in Atlantis to see first-hand how its health and safety protocols have allowed operations to continue<p>​</p><span><p>Stripform Packaging, which has been in operation since 1975, specialises in the manufacturing of customised high-quality plastic bags with various closures and print, fully compliant with international medical and food packaging standards.</p><p>I was particularly impressed to hear how all their products are 100% recyclable and how the company strives to produce products with the lowest possible carbon footprint. <br><br>This company employs 102 permanent staff members and so the implementation of health and safety measures to combat the spread of COVID-19 have been vital to ensure that operations can continue so that they can be able  to pay salaries. </p><p>Speaking with some of the employees, I heard of how they had embraced and welcomed the initiatives put in place to ensure their safety. All employees, visitors and contractors are screened when entering the premises, the wearing of masks is compulsory and hand sanitisers have been placed at all the entrances.</p> <figure class="subtopic-fullsize-img"> <img class="responsive" src="" alt="" style="width:1069px;" /> </figure></span><span><p><br>Information and awareness notices have been placed on all notice boards, employees have received training on COVID-19 Safety Protocols in the workplace, washing of hands is encouraged , employees have undergone risk assessments and vulnerable employees have been identified.</p><p>The COVID-19 pandemic and associated preventative measures has fundamentally changed the way work is conducted. As we adjust to the new normal and new ways of working, these protocols are the difference between remaining in business and closure.</p><p>The City is serious about supporting and growing the Atlantis economy, and that is why we opened the dedicated Atlantis Investment Facilitation Office (AIFO) to help support investors and business people in Atlantis and surrounds.</p> <figure class="subtopic-fullsize-img"> <img class="responsive" src="" alt="" /> </figure></span><span><p>The support offered by the AIFO as well as the Investment Facilitation Unit in the City’s Department of Enterprise and Investment, which both work to enhance the ease of doing business, is now more important than ever.</p><p>The Western Cape Government identified five areas within the Cape Town metro as ‘hot spots’. The team at the Department of Enterprise and Investment is preparing to assist with workplace safety and economic hotspot management through our Industrial action plan implementation. </p><p>We will roll out phase one of the industrial action plan in the Dunoon area and identified Killarney Gardens, Montague Gardens and Paarden Eiland as the first industrial areas. As more information on ‘hot spot’ identification becomes available, we will extend our interventions to other industrial areas.</p> <figure class="subtopic-fullsize-img"> <img class="responsive" src="" alt="" style="width:1069px;" /> </figure>​​</span><span>​​</span><span>​​</span><p><br>The Atlantis Industrial Initiative (AII) was established in 2013 and it represents businesses operating in the Atlantis Industrial area. The vision of the organisation is to make Atlantis the preferred investment destination in the Western Cape by promoting and creating a competitive and sustainable business environment. The City will continue to work toward lowering the costs of doing business and transacting with the City to making it easier for expansion and investment to resume again.</p><p>Together with the officials, I will keep working to ensure that businesses in Cape Town have the information and support they need to get back to and stay in operation safely. City invites informal traders to register with the City’s e-Services Portal to continue trading post-lockdownAs a caring City, our main drive is to save lives and livelihoods during this pandemic<p>As a caring City, our main drive is to save lives and livelihoods during this pandemic. Informal traders are advised that their lockdown trading permits obtained under Level 4 and 5 are still valid for Level 3. Furthermore, the City of Cape Town is encouraging informal traders who have not yet registered with our e-Services Portal/ Database to please consider doing so to ensure they are able to continue earning a living within the confines of the law, once the national lockdown is lifted.</p><p>The City of Cape Town’s Urban Management Directorate acknowledges the challenges placed on informal traders by the national regulations, and the sacrifices that informal traders have made during the lockdown to ensure compliance with these national regulations. </p><p>The national regulations relating to trading during level 4 and 5 caused much confusion, and we are relieved that much of the confusion has now been cleared up, allowing for a smoother permit issuing process. <br>The City assures informal traders who obtained their lockdown trading permits under Level 4 and 5, that these are still valid and they can continue to trade under Level 3.</p><p>During the COVID-19 level 4 and 5 restrictions, the City issued over 9 000 permits to informal traders in line with national regulations to ensure they were able to legally trade during the lockdown. Not all of these traders are on the City of Cape Town’s e-Services Portal / Database, as this was not a requirement to obtain a lockdown permit. We would therefore like to extend an invitation to informal traders to consider registering with our e-Services Portal /Database during the lockdown, so they can access opportunities to continue trading legally after the national lockdown has been lifted.</p><p>The City's Urban Management Directorate encourages all these traders to register in order for them to continue trading and earning a living to feed and support their families and our broader communities, after the lockdown has been lifted.</p><p>The City would like to thank informal traders who are already registered on our e-Services Portal / Database. They do not have to re-register. </p><p>The City will continue to make every effort to support the informal trading sector. <br> <br>The City of Cape Town Area Economic Development offices are open on weekdays from 09:00 to 15:00.
