Subcouncils have been given the power to act on behalf of Council via the <a href="http://resource.capetown.gov.za/documentcentre/Documents/Procedures%2c%20guidelines%20and%20regulations/Councils%20System%20of%20Delegations.pdf" target="_blank">System of Delegations​</a> and have the authority to make decisions on a range of municipal matters.
