PRIORITIES FOR CONSIDERATION AT SUBCOUNCIL MEETINGS
The Subcouncil Manager reported that a memorandum dated 15 June 2020 from the office of the MAYCO Member for Urban Management was circulated to all councillors with a request that the document be considered as a late item at the Special Subcouncil meeting today. The document requires the Subcouncils to prioritise the following issues.
The Subcouncils will meet monthly as the oversight mechanism through ACT’s (Action Co-ordinating Team) and chaired by the Subcouncil Chairperson to address any concerns and reports from the CBT’s raised during the month. The Subcouncil Manager to attend the oversight meeting and present the report. The Subcouncil Chairpersons were furher requested to make sure that Safety Cabinet and Safety plans are a standing item in ACT meetings.
Identification of projects should be realistic and be implementable taking into account the challenge with COVID-19 and a project plan should accompany each identified project. There is an agreement with the Mayor and the MAYCO member for Urban Management that Subcouncils be allowed to use future allocations and budgets for continued provision of humanitarian relief in the form of the food relief programme.
Subcouncils should keep an eye on general service delivery within the Subcouncil areas and attend to all emergency service delivery issues within the quickest time possible.
RESOLVED
The members of the Subcouncil accepted the content of the document and emphasised the importance of taking into consideration the realities of COVID-19. The councillors mentioned that they will utilise the existing structure of ward committee members and include additional members such as co-ordinators of walking bus program, Women for Change, Safety workers, active NGO’s within wards as the CBT structure in various wards within the sub council. The members of the Subcouncil further requested that the following projects from Subcouncil ward allocation budget for financial year 2020/2021 be re-allocated to the humanitarian Relief programme and other priority projects in the various wards within the Sub council as follows
