Submit a business plan to construct and operate a shelter in Muizenberg

Registered NPOs who submit a business plan will be considered for the construction, operation and management of the Muizenberg Safe Space facility.

The successful NPO will be responsible for funding and constructing a safe space facility of up to 60 beds on the identified site in full compliance with the City’s prescribed standards and requirements. Upon completion of construction, the successful NPO will be expected to operate and manage the facility for a minimum period of ten (10) years.

If your business plan is chosen, you will enter into a Facility Management Agreement (FMA) with the City, governing both the construction phase and the long-term operation of the facility.

Please note

We are required to follow the Supply Chain Management processes when selecting and appointing an external registered NPO to operate from a City-owned facility. Preference will be given to NPOs that already render developmental services within the locality of the earmarked facility and that have been registered as NPO’s for five (5) years or more.

Requirements​​​​​​​

The business plan must include a detailed operational strategy and an integrated sustainability plan that will practically show how services will be rendered at the facility to people sleeping rough on the streets.

The following important documents must accompany your business plan:

  • Business plan
  • Management plan
  • Copy of the constitution
  • NPO management structure
  • NPO sustainability plan
  • NPO staff profiles with copies of certified educational qualifications
  • Updated tax clearance certificate
  • Letter/s of recommendation
