Buying or leasing municipal land? What you need to know!

The City is required to lease or dispose of its surplus viable land via a transparent and competitive process. Non-viable land can also be leased or purchased upon application.

Where a City-owned immovable property is sold or leased via a tender procedure, interested parties must submit a tender by completing the official tender document which becomes available once a tender has been advertised in the newspapers or media. Find out more.

Apply to lease or buy non-viable land

The City sells or leases non-viable property that can become functional only if used by an adjoining property owner in conjunction with that owner’s property.

Step 1: Download and complete the application form

Supporting documents

You will need to include a map, site plans and/or sketch plans showing the land involved with your application. A copy can be downloaded from the City Map Viewer.

The sketch plan must show:Telecommunication applications must include:
  • Applicant's property and the land applied for in different shadings
  • Approximate size of land being applied for extension and dimensions
  • Street names and numbers
  • Erf numbers
  • Position of buildings/structures
  • Approximate direction of north
  • Manhole covers, electricity, telephone lines and water meters
  • An A4/A3 site plan showing the:
    Positioning of the mast
    Height
    Access to the site
    Indicating clear distances from boundaries
    Side elevation
    Superimposition of proposed base stations
  • Coverage maps, indicating existing network coverage of service providers in the area
  • Public safety zone map
  • Surrounding base station map - showing 1km radius around proposed site with reception distances from existing masts


Your application must also include the following:

  • A locality plan indicating adjacent owners Letters of support from adjacent owners for purposes of compliance to public participation requirements
  • A valid tax clearance certificate issued by South African Revenue Services (SARS) confirming that the applicant is registered with SARS and in good standing, must be provided
  • Building plan (where applicable)
  • Certified proof of registration if the applicant is a company, trust, body corporate, home owners’ association, close corporation, registered welfare organisation, charitable NGO, non-profit organisation or a religious organisation
  • Copy of applicant's identity document, marriage certificate and copy of spouse's identity document
  • Copy of municipal account and municipal account number
  • Deed of Trust
  • Land / property sketch
  • Letter of authority
  • Motivation letter for the proposed site with investigation of possible co-location or rooftop alternatives (telecommunication applications only)
  • Social care organisations to provide proof of registration with the Provincial Administration: Western Cape, Department of Social Services
  • VAT number, if the applicant is VAT registered
  • WinDeed report (telecommunication applications only)

Step 2: Submit your application, together with the necessary supporting documents.

The City leases property for sporting purposes to qualifying applicants.

Step 1: Download the application form

Supporting documents

  • Land/property sketch, including:
    Approximate size of land being applied for (extent and dimensions)
    Street names and umbers
    Erf numbers
    Position of buildings/structures
    Approximate direction of north
  • Copy of applicant's and/or representatives identity document(s)
  • Certified proof of registration if the applicant is a company, close corporation, registered welfare organisation, charitable NGO, non-profit organisation or a religious organisation and constitution
  • VAT number, if the applicant is VAT registered
  • SARS pin for compliance status confirmation
  • Financial statements

Step 2: Submit your completed application, together with all supporting documents.

Apply to buy City-owned land for ECD Centre purposes

Existing operators that meet the minimum criteria can apply to buy municipal land for Early Childhood Development (ECD) purposes.

Step 1: Download and complete the application form.

Read our information guide and access the list of ECD centres on City-owned land qualifying for inclusion in the tenure regularisation programme.

ECD centre operators interested in purchasing City-owned land, which they are currently occupying must:

  • Have a Business Partner number.
  • Be a non-profit entity with one of the following:
    Non-Profit Organisation registered with National Department of Social Development; or
    a Non-Profit Company registered with CIPC; or
    a Voluntary Association with a constitution.
  • Be connected to municipal services, with requisite account numbers and municipal accounts paid up to date

Supporting documents

  • Land/property sketch, including:
    Approximate size of land being applied for (extent and dimensions)
    Street names and umbers
    Erf numbers
    Position of buildings/structures
    Approximate direction of north
  • Copy of applicant's and/or representatives identity document(s)
  • Certified proof of one of the following:
    Certificate of registration with National Department of Social Development; or
    Certificate of registration as a Non-Profit Company registered with CIPC; or
    Constitution of the organisation if a Voluntary Association.
  • SARS pin for compliance status confirmation
  • Letter of authority / power of attorney to act on behalf of the applicant is attached

Step 2: Email your completed application, together with all supporting documents to CACD.ECD@capetown.gov.za.
