Feedback on City meeting with Manenberg group

The Manenberg project comprises the construction of 587 houses. Approximately R70 million will be spent on the top structures (houses) and R9 million for electricity services. A total of 217 houses have been handed over to date and a number of new units are nearing completion.
It has been conveyed to members of the Manenberg Action Group that their grievances are noted and that the City would welcome the lodging by them of any formal investigation into the allocation of opportunities for this project as the City operates in an open and transparent manner.
Interference in the construction of this project in any way or actions that may be illegal or to the detriment of the majority of the beneficiaries and community at large will not be acceptable.

‘Being in the area afforded me the opportunity to engage with residents and to listen to the community’s queries and concerns.
‘We look forward to working with this pressure group to ensure that the law is upheld and that we are able to provide assistance to our people in the most fair and structured way possible. We urge the group not to interfere with the workers and to allow the construction to continue,’ said Councillor Booi.
‘We hope that a solution to the situation can be found and that the law and due process is upheld without any material delays to the project,’ said the City’s Executive Mayor Dan Plato.
The allocation of units is subject to the qualifying criteria is set by National Housing Policy and includes a maximum household income of R3 500 per month and that beneficiaries may not have benefitted from a housing opportunity before and that they must have dependents.
Furthermore, allocations must be done in accordance with the City’s Allocation Policy (which is in accordance with national legislation) and the Housing Database to ensure that housing opportunities are provided to qualifying applicants in a fair, transparent and equitable manner and to prevent queue-jumping.
The following criteria apply:
Potential beneficiaries must be registered on the Housing Database and must:
- be a South African citizen or permanent resident of South Africa
- be over 18 years old
- be married or be a co-habiting partner, or else have dependents (This does not apply to applicants over the age of 60 or who have disabilities.)
- have a combined income of less than R3 500 per month to qualify for State-assisted housing
- never have owned a property before
- be competent to enter into a contract
- never have benefitted from a government housing subsidy before
‘The City’s Human Settlements Directorate takes allegations of mismanagement very seriously and is willing to investigate claims in this regard. However, in order to do so, complainants must report the allegations in writing to the City. The details must be provided, including the names of individuals alleged to be involved, as well as applicable evidence. The correct channels must be followed and there must be allowance made for the matter to be investigated properly,’ said Councillor Booi.
