About

Ward Committees serve as an important participatory governance structure that facilitates communication and engagement between communities through the subcouncil.

They play a critical role in -

  • promoting community participation in municipal affairs,
  • identifying local needs and priorities, and
  • supporting the delivery of responsive and accountable local government. 

To ensure that Ward Committees continue to function effectively and in accordance with current governance requirements, the City of Cape Town has undertaken a review of the existing Rules governing Ward Committees and has developed Draft Combined Rules for public consideration.

The review seeks to:

  • Consolidate existing provisions into a single, comprehensive set of Rules.
  • Improve clarity, consistency, and ease of implementation.
  • Address operational challenges, gaps, and ambiguities.
  • Clarify roles, responsibilities, and accountability.
  • Strengthen governance, transparency, and oversight mechanisms.
  • Enhance the effectiveness of Ward Committees in facilitating meaningful public participation.
  • Improve operational procedures and reporting obligations.
  • Ensure alignment with applicable legislation, policies, and best practices. 

Your input will contribute towards the development of a comprehensive and streamlined set of rules that supports accountable governance, enhances community involvement in municipal affairs, and promotes effective collaboration between the City of Cape Town and the communities it serves.

In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, you can submit comments to the municipality in respect of the draft Rules for Ward Committees.
