Comment on the proposed mobile business trading areas for mobile businesses with permits
15 October – 10 December 2026
About
What is a mobile business?
Mobile business operators are generally associated with informal trading vendors, however, there are distinct differences between the two, namely:
| Mobile business operators | Informal traders |
|---|---|
| operate from self-contained vehicles and leverage their mobility as a key success factor in their business models. | are typically allocated specific, permanent, and immobile bays from which to operate |
| are often registered businesses | are not registered businesses or entities |
In addition, the public offering, operating model, and target market of the two types of operators are distinctly different.
How does the City support mobile business operations?
We are constantly looking for and investing in ways to support various business sectors.
Recent examples of this include:
- Council’s approval of the Mobile Business Policy and Informal Trading Amendment By-law, 2025; and
- the provision of proposed mobile business trading areas for implementation to help the growing mobile business sector.
Our Economic Development and Investment Department is now in the process of demarcating trading sites for mobile business operations across the City, and we want your input.

Expression of Interest
Mobile business operators interested in trading from a proposed Mobile Business Trading Area are invited to submit an Expression of Interest (EOI) by 10 December 2026.
The EOI process will be used to assess demand and allocate trading opportunities. Applicants should indicate the Mobile Business Trading Area(s) in which they wish to operate. Where demand exceeds available opportunities, the City may apply a fair and transparent randomisation (lottery-style) process to allocate opportunities.
Successful applicants must comply with all permit requirements and conditions before a Mobile Business Permit can be issued. Submission of an EOI does not constitute approval to trade.
To submit an EOI or request information regarding permit requirements, email: public.trading@capetown.gov.za.
