Comment on the proposed use of City-owned property in Delft for a community food garden
23 October – 23 November 2026
About
Notice is hereby given that the City is considering entering into a management agreement for the use of a portion of the City-owned property below:
| Erf/farm number | Extent (±) | Street and suburb | Current zoning | Proposed usage |
|---|---|---|---|---|
| Erf 15679, Delft | 2123 m² | 68 Batha Street, Leiden | Open Space Zone 2 | Community food garden |
We plan to enter into a management agreement directly with Mkhulu Home of Hope to formalise the use of the abovementioned property for a community food garden.
The proposed agreement will be subject to the organisation’s continued commitment to maintaining the garden. Should the organisation no longer fulfil this commitment, the area will revert to an undeveloped Public Open Space and be maintained accordingly by the City.
Motivation and Background
Mkhulu Home of Hope is a non-profit organisation that undertakes community-based initiatives aimed at addressing poverty, unemployment and food insecurity, with a particular focus on supporting vulnerable communities.
The organisation has established a community food garden on a portion of City-owned property in Delft, which was previously used as an illegal dumping site.
Through the initiative, the area has been cleaned and transformed into a productive food garden that promotes:
- food security,
- sustainable food production,
- environmental improvement, and
- community participation.
Information Statement
- The City is considering a proposal to enter into a formal agreement with Mkhulu Home of Hope for the establishment and management of a community food garden on a portion of municipal land in Delft.
- The initiative has contributed to the rehabilitation of a previously neglected site, transforming an area associated with illegal dumping into a space dedicated to community gardening and food production.
- The proposed food garden seeks to create opportunities for local residents to participate in growing fresh produce, develop gardening skills and contribute towards improved household food security and environmental sustainability.
- The relevant Area officials have expressed their support for the initiative, noting that the identified portion of land is not presently required for park purposes.
- The proposed arrangement will be formalised through a Memorandum of Agreement (MOA) for a period of three years, subject to the applicable approval processes.
- Mkhulu Home of Hope will be required to maintain its commitment to the operation and upkeep of the garden. If this commitment is discontinued, the site will be returned to its original function as undeveloped Public Open Space, with maintenance reverting to the City.
In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, you can submit comments to the municipality in respect of the proposal.
