About

In accordance with the Municipal Asset Transfer Regulations R878/2008 and Section 11.5 and 12.5 of the City’s Policy on the Management of Certain of the City’s Immovable Property (approved on 26 August 2010), we are considering the sale of the following City-owned property:

We plan to sell the abovementioned property to Zibonele FM or its successor(s) in title to allow the radio station to broaden their service offering to the community and expand the current building to a bigger footprint over the adjoining erven.

Information statement

  • The fair market value of the capital assets to be disposed of is R1 650 000-00 (excluding VAT). The value was determined using the comparable sales method of valuation, based on comparable market transactions for similar assets. The market value is to be reassessed if the transaction is not approved by the relevant decision-making authority of Council within 36 months from the date of valuation (i.e. by 1 August 2027).
  • If a policy discount is applied in this transaction, then a suitable reversionary clause will be inserted on the title deed limiting the use of the subject property to a radio station only.
  • Zibonele FM has operated on the land for over 28 years.
  • The properties are not required for any current or foreseeable municipal purposes. The City will transfer the land parcels to the radio station which will continue to provide a valuable public communication benefit to the surrounding community.
  • The expected proceeds to be received by the Municipality from the transfer comprise a fair market related purchase price of R1 650 000 excluding VAT, together with future rates payable.
  • All costs related to the transaction will be for the applicant’s accounts.
  • The proposed transaction includes a call for alternative proposals. The call for alternatives is not limited to a single bidder and should include:
    • Intended use of the municipal properties mentioned above;
    • Development concept for the site;
      Price offer;
    • Expertise and track record in the proposed business activities;
    • Supply Chain Management compliance documentation [including but not limited to Tax Clearance Certificate, Company registration/ID documents, Power of Attorney and Joint Venture agreements (if applicable)].
