We need appropriate infrastructure to support sustainable social and economic development in Cape Town. Without infrastructure, both public and private sector investment in Cape Town will slow down but the cost of this infrastructure is high.
How Development Charges work
exemption to the policy
Council approved an exemption to the
Development Charges Policy on 27 October 2022.
The exemption applies to all land uses where a temporary package plant has been approved in catchments of wastewater treatment works currently at capacity; and only applies to the sewer portion and where the developer/operator has been authorised by the National Department of Water and Sanitation to dispose and treat sewage.

A Development Charge is a once-off capital charge paid by a developer to the City of Cape Town to cover the cost of municipal engineering services needed as a result of the intensification of land use.
Development Charges are imposed at the time of a land development application, and are calculated to determine the pro rata share of the actual capital cost of municipal infrastructure required to service a particular development.

Did you know?
The City of Cape Town recently developed a new
Development Charges Policy for Engineering Services for the City of Cape Town to replace the Interim Policy on Development Contributions. The policy was adopted by Council on 29 May 2014 and came into effect on 1 July 2014.
