The refurbishment of the Muizenberg beachfront entails major upgrades to public amenities and replacing the aged seawalls.

<p>The refurbishment of the Muizenberg beachfront entails major upgrades to public amenities and replacing the aged seawalls. </p><p>The western side of Surfer’s Corner, next to the railway line, will be impacted first as from this week. Work on the small parking area on the seaside of the Muizenberg Civic Centre will follow soon after. </p><ul><li><div style="text-align:justify;">The surf and beach itself will remain open and accessible at all times, however, work areas will be cordoned off in the interest of public safety </div></li><li><div style="text-align:justify;">General work will take place from Monday to Saturday, from 07:00 to 17:00</div></li><li><div style="text-align:justify;">Some work may happen after hours, depending on the tides and the stage of the project</div></li><li><div style="text-align:justify;">Parking along the beachfront will be a challenge during busy times, given that the informal gravel parking area along the railway line will be closed to the public until further notice</div></li><li><div style="text-align:justify;">Visitors are advised to anticipate congestion and delays to and from Beach Road</div></li></ul><p>‘We will try mitigate the impact, still, a project of this magnitude will cause inconveniences. I request users to please adhere to the signage, to avoid the work areas and to keep their pets away from these in the interest of safety. We are counting on the public’s support and collaboration. City capacitates Early Childhood Development Centres

In 2024, the City hosted a number of training interventions on a range of topics, reaching 1 668 ECD staff members from across the metropole.

<p></p><p>Early Childhood Development (ECD) Centres play a vital role in a child's future well-being and success. The early years are foundational in shaping cognitive, emotional, and social abilities, making investments in ECD key to academic and socio-economic growth. However, ECD centres face many challenges in achieving successful outcomes, and CACD is committed to bridging these gaps.</p><p>'Early Childhood Development Centres have to meet minimum compliance requirements to ensure the safety of the children in their care and they must be registered with the Western Cape Government. Not only does this ensure that health and safety standards are maintained, but once registered with the Western Cape Government ECDs can apply for funding support. The City offers guidance and resources where possible to help facilities achieve the legal requirements, but also to promote staff growth and development, and help ECDs thrive,' said Mayoral Committee Member for Community Services and Health, Councillor Francine Higham.<br></p><p>In 2024, the CACD Department hosted a number of training interventions on a range of topics, reaching 1 668 ECD staff members from across the metropole.</p><p>Non-Profit Organisation governance and financial literacy training focused on aspects like good governance practices, developing business plans and mapping out budgets, as well as fundraising mechanisms for NPOs. <br></p><p>The rest of the sessions focused on:<br></p><ul><li>hygiene at ECDs and best practices for waste management and food preparation</li><li>mental health training – specifically focusing on identifying signs and symptoms </li><li>emergency preparedness and response training to identify potential hazards like fires and floods, and mitigation measures</li><li>first aid training, with kits handed out to participants</li><li>education and awareness around the Children's Act (Act No.38 of 2005) as part of National Child Protection Week</li></ul><p>Generally, CACD also lends support to ECDs to ensure they are compliant with relevant legislation so that they are able to become registered.<br><br>'As we settle into the new academic year, it is worth reminding ECDs that there are opportunities to help them grow as centres of learning, for the benefit of thousands of young children. DLTCs drive to ease the wait

In December 2024, the average waiting times were 25 days for a learner's licence appointment and 37 days for a driving licence appointment.

<p></p><p>The City has 18 Driving Licence Testing Centres (DLTCs) that facilitate learner's and driving licence tests, fine payments, Public Driving Permit applications and driving licence card renewals.</p><p>Between October and December 2024, the City's DLTCs facilitated 17 087 driving licence tests, and 18 171 learner licence tests. <br></p><p>In December 2024, the average waiting times were 25 days for a learner's licence appointment and 37 days for a driving licence appointment.<br></p><p>By individual facility, Goodwood's turnaround time for a driving licence was 89 days, while Lingelethu West was one day, and Bellrail in Bellville was 10 days.<br></p><p>'Waiting times for learner's and driving licence tests fluctuate, based on the demand; but in the reports submitted to the Portfolio Committee, it is clear that some of our DLTCs are oversubscribed, while others have almost immediate availability. The waiting times are updated weekly on the City's website and the Traffic Service is also looking at other ways of spreading the word. That way, applicants can decide whether they are happy to wait a month or two, or if they want to take advantage of an earlier opportunity at a different facility,' said the Chairperson of the Safety and Security Portfolio Committee, Councillor Mzwakhe Nqavashe.</p><p>When an applicant arrives at a DLTC to book an appointment, they are required to provide all of the necessary documentation, including relevant forms, photographs and proof of identity. <br></p><p>The information is then fed into the NaTIS system, and an appointment is generated. <br></p><p>'Many applicants are under pressure to complete their tests - sometimes their learner's licence is about to expire, or they have a job offer that requires a valid licence.
