Beach Road in Strand impacted by Strand seawall construction

The City would like to remind all residents and those planning to visit the Strand beachfront over the festive season that the section of Strand beach known as Mosterd’s Bay (between the Strand swimming pool and Norman Road) will be closed

The City is currently busy with the construction of the second phase of the Strand seawall project and work is progressing well. The contractor will be on site until 19 December 2025 and will resume work after the builders’ break on 12 January 2026. The team will ensure that all site closure precautions are in place by Monday, 15 December already. ‘We once again want to thank residents and visitors for their ongoing support and patience with the temporary inconveniences caused by the construction of the seawall, promenade and the related infrastructure. Early in the new year, the works will be expanding further east and the traffic management will be expanded to accommodate the works. But we will provide further updates closer to the time. For now, I want to ask residents and visitors to please adhere to the traffic management; site closure and no-go areas signage and to please stay clear of the construction site for their own safety. Stay in the safe zone this summer season

The active supervision of children is something that needs to be top of mind at all times – not just at our beaches.

The Safe Zone campaign encapsulates the four golden rules of drowning prevention, which are:<ul><li>Swim only between the lifeguards’ red and yellow flags at beaches</li><li>Do not bring alcohol to the beach and do not drink and swim</li><li>Be alert to the dangers of rip currents</li><li>Actively supervise children at all times, especially around water</li></ul>More information is available <a href="https://www.thesafezone.co.za/" target="_blank">here</a>.‘The active supervision of children is something that needs to be top of mind at all times – not just at our beaches. With the school holidays now in full swing, I want to caution parents to please put their children’s safety first, and to ensure that they are always in the care of a responsible adult.‘The City has numerous “safe zones” for children this summer, including a host of recreational facilities and libraries with facilitated programmes to keep them engaged in meaningful ways. But child safety is a shared responsibility – always know their whereabouts, what they’re wearing, who their friends are and where they live,’ said Mayoral Committee Member for Community Services and Health, Councillor Francine Higham.Designated swimming beaches and City swimming pools are manned by lifeguards daily, between 10:00 and 18:00.Make sure your child knows to follow their instructions, and to stay in the shallow end of the pool or surf if they are not strong swimmers.Children under the age of seven need to be accompanied by an adult at all times, when visiting City swimming pools.The Identikidz programme is also launching at 15 of the City’s busiest beaches from 15 December as a child safety measure. Register your child so they can be issued with their identification armbands in order to contact caregivers should the child be lost. Repairs to damaged Kloof Road to commence by March 2026

The City’s Urban Mobility Directorate will commence with the repairs to Kloof Road by March 2026

Kloof Road is one of the access routes that links the City Bowl with the Atlantic Seaboard suburbs of Camps Bay, Clifton, Bantry Bay and Sea Point. The road falls within the Table Mountain National Park and the two failed embankments are located approximately 150 to 200 meters west of the corner of Kloof Road and Camps Bay Drive. • Environmental approvals in terms of the National Environmental Management Act have been granted, as well as a Water Use Licence, which allow the City to undertake the rehabilitation in a protected and environmentally sensitive area. ‘Kloof Road is an important access route and we are well aware of the inconvenience and frustration as a result of this closure. We are eager for the project to start, and I can confirm that if all goes as planned, the contractor will be on site by March 2026 at the latest. The first two months will be used to get the construction permits and the contractor will have to prepare a method statement on what measures they will take to minimise and limit the impact on the sensitive natural environment. Thus, if residents don’t see spades in the ground in January 2026, they should not be alarmed and think nothing is happening,’ said the City’s Mayoral Committee Member for Urban Mobility, Councillor Rob Quintas. <figure class="subtopic-fullsize-img"> <img class="responsive" src="https://resource.capetown.gov.za/cityassets/Media%20Images%202/Kloof%20Road4%201.jpg" alt="" style="width:949px;" /> </figure>Project details<ul><li><div style="text-align:left;">The physical repairs will commence by March 2026</div></li><li><div style="text-align:left;">The project duration is about 11 months</div></li><li><div style="text-align:left;">Due to the magnitude of the slip failure, the remedial actions will take time</div></li><li><div style="text-align:left;">The City will only repair what has been damaged, and cannot add additional improvements, such as walking and cycle lanes</div></li><li><div style="text-align:left;">Various services are located along Kloof Road such as fibre optic, water mains, and so forth. Unfortunately, further damage occurred in 2024 when heavy rainfall caused an additional slip failure during the winter season. Off-grid sanitation goes live in Khayelitsha

Residents of the OR Tambo Informal Settlement received a major boost in access to safe and dignified sanitation as the City unveiled a new high-tech, off-grid toilet system

On Thursday, 27 November, the City’s Mayoral Committee Member for Water and Sanitation, Councillor Zahid Badroodien, and local Ward Councillor Kayalethu Gxasheka joined representatives from the Water Research Commission (WRC), WEC Water and other project partners, to hand over 27 full flush toilets as part of an innovative, off-grid high-tech sanitation solution to the residents of the OR Tambo Informal Settlement in Khayelitsha.OR Tambo informal settlement is the fourth community in Cape Town to benefit from the Innovative Sanitation Technology Pilot Project, made possible through a partnership between the City of Cape Town’s Water and Sanitation Directorate, WRC and the Gates Foundation.Construction at this site began in September 2025, with the official handover concluded in three months. This installation forms part of a broader 12-month pilot programme currently under way across multiple sites. <figure class="subtopic-fullsize-img"> <img class="responsive" src="https://resource.capetown.gov.za/cityassets/Media%20Images%202/Off-grid%20sanitation%20goes%20live%20in%20Khayelitsha%201.jpg" alt="" style="width:948px;" /></figure>The 27 toilets are housed in three refurbished 12-metre shipping containers. Each of the three containers houses nine full-flush toilet cubicles, retrofitted with a washbasin, sanitary bin and accessible options for persons with disabilities.The system is fully off-grid and self-sustaining, powered by both solar and wind energy. Wastewater is treated on-site using a compact modular plant and reused for flushing, eliminating the need for bulk sewer connections. This climate-resilient design is ideal for informal settlements where space and infrastructure capacity are limited.The innovative technology offers a practical solution for informal settlements facing constraints such as limited sewer access, dense living conditions and growing service demand — while ensuring residents receive safe, reliable and dignified sanitation.The toilets will be maintained by two on-site, technical assistants who were appointed from the local community to work alongside up to three janitors at each site, responsible for cleanliness and upkeep. <figure class="subtopic-fullsize-img"> <img class="responsive" src="https://resource.capetown.gov.za/cityassets/Media%20Images%202/Off-grid%20sanitation%20goes%20live%20in%20Khayelitsha%202.jpg" alt="" style="width:948px;" /></figure>In addition, WEC Water as the technology service provider, will oversee all operations and maintenance of the plant during the first 12 months.‘This project has been a long time coming and finally it has materialised. It’s a major milestone to have reached a point where handover to the community has taken place. Thank you to everyone involved,’ said OR Tambo community leader, Sakhiwo Njobe. ‘We are asking residents to partner with us in protecting this system. It can only operate efficiently if used correctly by flushing only pee, poo and toilet paper.
