Appeal a tender
You can appeal a tender decision if the appeal is made to the City of Cape Town within 21 days of notification of a tender being awarded.

If the value of these goods and services exceeds R200 000 (VAT included), they are called tenders and you must apply for one through a competitive bidding process (tender process).
