It was noted that an application for a liquor licence received from Bhanqo Bottle Store was considered in terms of sub-delegated authority and that the following recommendation was forwarded to the Liquor Authority in terms of the Western Cape Liquor Act, 2008, as amended:
Subcouncil 03 recommended that the application for a Consumption OFF Premises Liquor Licence, reference no. LLA22070004, for the business Bhanqo Bottle Store NOT BE SUPPORTED for the following reasons:

Town Planning indicated that Erf 23284 in Dunoon is zoned SR2 and that the sale of alcoholic beverages is not permitted as a primary or additional right in terms of the Development Management Scheme

Law Enforcement Department indicated that they were not in support of the application for the following reasons:

Property not zoned
-
Property in close proximity schools and church

It is a brick house
-
It has a counter till
-
Storage available on the premises

Premises is secured
-
It has shelves around the wall to display/pack liquor
• According to the applicant security personnel will be employed
• Majority of alterations have already taken place
• It has space outside for patrons to stand in the queue
• This liquor application will only be used to sell liquor for off-consumption
• Applicant was made aware of the City of Cape Town’s By-laws (Trading Hours) and they adhere to it
• According to the applicant no liquor will be sold to persons under the age of 18 years
