Ms Sadia Nanabhay provided a presentation on the Draft City of Cape Town Market Management Policy that will be out for public participation from 9 October 2024 to 8 November 2024.
Cllr Manuel reiterated his support for markets across the City, especially within ward 59. Rondebosch Park has a market every weekend and they going to need assistance with a market master plan. A hybrid management style would be ideal, where the Friends group is the organiser and the City regulates the permits.
Ms Nanabhay mentioned that there is no informal trading plan within the Rondebosch Park. This policy will help the department to by-pass the MPBL and develop a trading plan for the park to operate legally with a market.
The Chairperson added that there is a very successful market in Tokai. They do not have the capacity to undertake all the requests that this policy requires of markets. This is going to stifle the intended desired outcomes of small markets where traders depend on the income.
Ms Nanabhay advised that councillors can request the department to have markets regulated or to have a management framework developed for the specific market. With regards to the market in Tokai, there is no need for a framework as they have an agreement with the Friends group and the Tokai Library.
Cllr Davids requested that if this policy gives affect to the by-law, then the by-law must be consistently applied to all markets.
Cllr Siebritz reported that the Fairways community are wanting to start a market in their local park. They are wanting all stall owners to just be from the Fairways community. The Parks Department have agreed to allow for the park to be used for this purpose, however an event permit is required.
There are on-going complaints about the three illegal traders operating on Rosmead Avenue opposite the swimming pools.
Ms Nanabhay added that the market operators of Fairways, organising the market is going to have to liaise with the Events Department to obtain the permit.
There are five trading bay’s on Rosmead Avenue of which three are permitted. They rely on customers that are driving past and are part of the approved trading plan. They have been approached to trade within the permitted restrictions so that they are compliant. |
