That Subcouncil 6 comments on the draft City Ombudsman By-law and the draft City Ombudsman Policy BE CONSIDERED AND NOTED:
  • Definition – Day/s: to be clearly defined and should either state calender days or working days. If the Ombudsman office is closed on certain days, this must be clearly stipulated.
  • In terms of the Ombudsman Policy: Parameters is mentioned but in the Policy amendments Roles and Responsibilities the word Jurisdiction is mentioned. Cllr Gqada proposed that there be consistency in terms of the terminology and suggested that the word jurisdiction be used.
  • In terms of Staffing – Cllr Gqada suggested that this point be split as follows:
  • (7.3.1) – The OCO will consist of the City Ombudsman.
  • (7.3.2) -  Such other persons who will have appropriate qualifications, certifications and competencies in line with the job designation and the specific job responsibilities.
  • (7.3.3) - A strategic workforce plan shall be maintained.
  • Point 7.3.3 – A strategic workforce plan shall be maintained. Statement is not clear and should rather read that “A strategic workforce plan shall be developed or established”.
  • Point 8.2.1 Cllr Gqada suggested that the wording “preliminary investigation” be retained.
  • Point 8.6.1 Cllr Gqada suggested that the quarterly reports be submitted to the CM as well.
  • Point 8.6.2 Cllr Taliep suggested that there should be a direct reporting line to the City Manager and the Mayor.
