MOTION BY ALD UYS:  MOTION OF EXIGENCY: URGENT INTERVENTION AT DURBANVILLE PUBLIC TRANSPORT INTERCHANGE
 
The motion was submitted in terms of Rule 11 of the Rules of Order and accepted as an urgent matter due to the numerous complaints received relating to the Durbanville Public Transport Interchange.
 
Ald Uys requested that the typo reflecting the incorrect date be redacted and provided the below background information pertaining to the urgent motion.
 
During the last few months it has been evident that the situation at the Durbanville PTI has deteriorated substantially in terms of illegal activities:
 
  • Drug peddling
  • Alcohol abuse
  • Illegal trading ( spilling over to Outspan area)
  • Illegal parking in public parking area ( spilling over into New Street)
  • Threats to officials
  • Increase in waste spilling over into Hibiscus Street and affecting businesses along Hibiscus Street
 
Subcouncil was also informed on 11 March that the proposed upgrade of the PTI which was due to commence on 1 July 2025 has been postponed due to budget constraints. The Safe House situated in the old Transport Building will also open towards the end of March.
 
Until such time as the upgrade of the PTI happens, it is critical to put an interim management plan in place as this is located in the centre of Durbanville CBD.
 
The motion by Ald. Uys, seconded by Ald Fourie was unanimously supported and therefore carried.
 
RESOLVED TO RECOMMEND
 
  1. That the Executive Director: Urban Mobility BE REQUESTED to provide a report to Subcouncil on the following : 
 
  1. To determine whether savings can be identified to fence the PTI area (which is also part of the proposed development plan) in the interim which will contain some of the activities currently spilling over into the surrounding area.
 
  1. To develop an interim management plan for the Durbanville PTI to ensure daily oversight by Urban Mobility of the day to day activities onsite, including repairs to the security cameras onsite and installation of a LPR camera to ensure licence plate recognition as well as improved enforcement
 
 
  1. That the Director: Economic Development and Investment BE REQUESTED, in liaison with the Director: Operational Co-ordination, to ensure that the illegal trading at the PTI BE ADDRESSED as a matter of urgency.
 
  1. That the Commissioner: Public Safety, Operational Co-ordination BE REQUESTED to attend to the drug trafficking at the PTI.
