RESOLVED that having considered the City of Cape Town Traffic Calming Policy and the recommendation from Transport Planning & Network Management Department;
a) Constitution Street @ Route Trafalgar Secondary School, District Six is a Class 4 public transport distributor/Collector road with an approximately road length of 1.44km and 1.5m – 12,0m in width. The portion of road in question is between Tennant Street, De Villiers Street and Christiaan Straat. Traffic volumes were observed to be high during site visit with the pedestrian’s volumes considered high, as it is a feeder to De Villiers Street and Tennant Street as these are Class 2 major arterial roads with excessive speed.
b) The existing multiple desire lines and a formal constructed pathway leading to a school called Trafalgar Secondary School, this suggest that a high number of leaners are gaining an access to school and to public open space through the existing aforementioned measures.
c) Therefore, after considering all of the above mentioned we consider this portion of Constitution Street as a route to school.
d) After considering all of the afore-mentioned and traffic calming policy, we do believe that circumstances exist to justify the implementation of one raised pedestrian crossing. Therefore, the request is APPROVED.
