The Chairperson introduced the report on Proposed Demolition of portion of derelict buildings at Heideveld Community Centre, Portion of Erf 101318, and Cape Town and asked the official to take the meeting through. Cllr Moses said that he is aware of the building it has a history for more than 8 years there was an ECD at social development had the fire and safety to come and inspect the building and would like to dispute the fact that there was no objection to the application. He also said that this when the building was left with occupant the department was informed of the challenges and there a budget of 3 million was available and suddenly the funding was not available and communicated with the project manager. He said that the community also wanted to utilize the building as it was still in a good state and now it is not safe at all and it could have been saved before the disposal, an asset has become a non-asset. He wanted to find out the cost of the demolition. Cllr Moses raised a concern that at this point he supports that the building be demolished as it is unsafe and he was there yesterday and the other side of the facility is a community centre and the people who were doing illegal activities will target it as they have already started. He said he would like to know whether the department has made provision on the basis that after the demolition they will secure the fencing of the area immediately. He also said that in his ward there are two buildings that are in the same state the post office and a building that belong to family doctors in Heideveld. He said that there is a trend that when building are left without occupants they are vandalized and bring it down from its current market value and once it is vandalized the market price is reduced and somebody else will come and buy the land.

Cllr Adams said that there are facility within the communities and is concerned that the departments will use the same strategy to demolish the buildings were as there are community members who can use the facilities. Ald Jacobs conquered with Cllr Moses and said that the in her ward there are two housing offices and they had meeting with official identifying an open space andnow that is a dumping site and asked for fencing of that open space to have a park for the kids. Mr. Philander said that the cost is not listed he can find out from the project manager and revert back to the councilor the only cost that I listed is the value of the property. He said he will get the information regarding the fencing from his manage and get back to the Subcouncil. Mr. Daniels established that the Subcouncil support the resolution on condition that the vacant property be fenced immediately after the building is demolished. Cllr Moses noted the report seconded by Ald Jacobs. .

RESOLVED “It was proposed that the recommendation in the report on the agenda be amended by including a recommendation to read as follows: . (a) Subcouncil 14 councillors notes the application for the demolition. The department need to fence the area immediately after the demolition. Action: JASON PHILANDER
