  1. That the outstanding matter from the previous Subcouncil Meeting BE ACTIONED as follows:
Item 1: Cleaning or Removal of Weed Growing on Curbs and Sidewalks: Weed spraying commenced and it were reported that all work would be concluded end April 2024.
Matter remain on the Matters Arising from Previous Meeting schedule until the matter has been satisfactory resolved.
Item 2: Water and Sanitation Service Delivery: Subcouncil Manager reported that at the Subcouncil 8 - Activity Meeting held 27 February 2024 it was proposed that a Transversal approached to be adopted in trying to address this matter.

Item 3: Reinstatements within Subcouncil 8: Subcouncil Manager reported that at the Subcouncil 8 - Activity Meeting held 27 February 2024 the SOG was explained, the roles and responsibilities for both RIM and Water and Sanitation was clarified on who are responsible for what. Furthermore, the list of outstanding reinstatements was circulated to all Councillors.

Item 4. Water Quality Improvements: Subcouncil Manager reported that at the Subcouncil 8 - Activity Meeting held 27 February 2024 management regulations regarding flood damages was concluded.

Item 5. Cleaning Waterways: Subcouncil Manager reported that at the Subcouncil 8 - Activity Meeting held 27 February 2024 and it were reported that the project has commenced and would be finalised before end of this financial.

Item 6. Vegetation Growth: Subcouncil Manager reported that at the Subcouncil 8 - Activity Meeting held 27 February 2024 that it was reported by Mr Metuse that the Soetriver cleaning would be addressed as part of Phase 2 which would include the removal of reeds and other vegetation. He further reported that the department applied for additional funding however the request was rejected.

Item 7. Flood Damage Repairs: Mr Metuse reported at the Subcouncil    Activity meeting held 27 February 2024 that the department are currently busy with remedial work and informed the meeting that additional R4million was allocated to finalised the work and reported that the project would be concluded on or before end of this financial year namely 31 July 2024.

Item 8. Lourensriver Flood Alleviation Programme: Subcouncil Manager reported that at the Subcouncil 8 - Activity Meeting held 27 February 2024 that it was reported via e-mail by Project Manager O'ryan Africa reads as follows: “Unfortunately the Kay’s Caravan Park owner has not been able to move the illegal structures for the wall construction to start. The owner has since indicated that she is willing to move the properties, but does not have the financial means to do so. We are experiencing a 50 day delay due to this. We have escalated the matter to our legal department. We have also done extensive re-design and further geotechnical investigations in an attempt to reduce the impact of the wall foundation on the working space required for construction. However, we still require the illegal structures to move.”

Item 9. Request for Appointment of Leap Officers Appointed within Subcouncil 8: Subcouncil Manager reported that at the Subcouncil 8 - Activity Meeting held 27 February 2024 that an e-mail reported by Mr Jason Hamilton refers - LEAP project is a collaboration between Wester Cape Government and the City of Cape Town. The Provincial Government is the majority Grant funder and LEAP Areas / Police precincts are identified by the Western Cape Government based on Data that illustrates the highest number of Homicides / Murders recorded. The LEAP project forms part of the Safety Plan of the Premier which main objective is to reduce the murder rate in the Metropole.

Item 10. 08SUB08/02/2024 - PCER - CPX.0035324-F1 - CCTV Cameras - Broadlands and Sercor Park: Subcouncil Manager reported that at the Subcouncil 8 - Activity Meeting held 27 February 2024 that an e-mail reported by Project Manager Bradley Muizenheimer refers: “The project are on track and we should realize our goal before close of this financial year. All electronic equipment has been procured and permissions were obtained. The 15m pole has arrived and we should commence within the next few weeks.

Item 11. Management of the Lourens River Protect Natural Environment:
Cllr McFarlane – reported that he were in discussion with the Subcouncil Manager, Mrs Williams regarding the Ad-hoc Working Group that needs to be established. However, he mentioned that he am in favour of the Lourens River Catchment Forum establishment and want these concerns to be referred to the said forum as for what started as complaints of vagrants residing on the river banks and doing their business in the said area has evolved to dealing exclusively with pollution relatedly and environmental concerns. Therefore he confirmed that he are in favour of matter being rolled into Catchment Management Forum for the forum to consider this matter and take it forward.

  1. That the matters that has been concluded be removed from the Matters arise at the previous meeting held 22 March 2024 BE REMOVED.
 
  1. That the matters that needs further investigation and followed up BE ACTIONED accordingly and reported at the next Subcouncil Meeting scheduled to take place on Thursday, 18 April 2024.
