The Subcouncil Chairperson introduced the report and asked Mr. Bidla to take the meeting through the report.
Mr. Daniels indicated that Mr. Bidla is not in the meeting only Mr. Cedras is available.
Mr. Cedras said he will the report is for noting and if there are questions of clarity from the councilors with regards to the Parks portion of the report he will be able to answer those questions.
Cllr Cassiem would like to find out which department is responsible to clean an open space in Irwin Street. Solid Waste will say it belongs to Parks Department. He noticed that mowing was done in the space but for future purposes he would like to get the department that is responsible.
Mr. Cedras said that he will communicate with Cllr Cassiem after the meeting to get clarity and further details in order to be able to provide the right information.
Cllr Nikelo said that he attended a meeting and there were questions regarding open spaces and who does those open spaces belong to.
Cllr Moses said that every year there is a problem with grass cutting and tree cutting and will need a plan on how the contractors are managed, as some do not come to the areas to do the job and submit invoices as if they have done the job. He enquired about which department is responsible to cut in between the CRU’s. He also mentioned that there is huge concern with the oversight of the tree planting that

Mr. Cedras said that there is huge problem with tree cutting as contractors do not pay as the cut the trees and the planning gets done and when they have to implement problems arises and will send the scope to the subcouncil to be able to monitor and scrutinize the process if it does get done.
Cllr Moses asked what is the contractor specification for mowing and who is responsible for picking up the grass after they are done with mowing as the tends to go to drains and cause blockages.
Mr. Cedras said that he will send the specification of the tender in order for the Subcouncil Manager to distribute to the councilors.
Ald Jacobs wanted to know when the Manenberg Swimming Pool will operate.
Mr. Bidla said that the vendor will start with the repairs that will be done and the repairs can be done before the end of the month and the pool can operate in the first week of December probably on the 3rd of December the pool will operate.
Cllr Ngcombolo said that he spoke with the Subcouncil Manager regarding the facility in NewRest and would like to get feedback.
Cllr Nikelo said that there is also an issue of sewer system that there is always blockages in New Rest.
Cllr Moses said that the challenge is that the community has built on top of sewer drains and some containers are on top of the drains. In some instance they had to bring a digger loader to remove the container.
Cllr Nikelo asked the Ward Councilor to inform the community that they need to move the containers that are making it difficult for officials to gain access in opening the sewer systems.
Mr. Daniels said that the site visit for the request of the community hall has been set for the 21 November 2023 with the department.
Cllr Nikelo also said that the manager include the roads and stormwater department in the site visit.
Cllr moses proposed and Cllr Ngcombolo seconded that the report be noted.
