RESOLVED

It is recommended that Subcouncil note that:
a) Based on the 359 comments received during the public participation on
the proposed permanent full and partial road closures, responses to
these objections as considered, that the Transport Portfolio Committee
recommends to MAYCO and thereafter Council the approval of the
following full and partial road closures:
(i) Partial closure of Fernwood Avenue at the intersection with the M3
to both vehicular and pedestrian traffic, Bishopscourt. By means of: Median closure along the M3 at the intersection of Fernwood
Avenue, and The conversion of Fernwood Avenue access to a Left-in only,
and The removal of the Fernwood Avenue pedestrian crossing.
(ii) Partial closure of Upper Torquay Avenue at the intersection with the
M3 to vehicular and pedestrian traffic, Bishopscourt, by means of: Median closure along the M3 at the intersection of Upper
Torquay Avenue.
(iii) Full road closure of Hillwood Road at the intersection with the M3,
to vehicular traffic Bishopscourt, by means of: Median closure along the M3 at the intersection of Hillwood
Road, and Full closure of Hillwood Road at the M3, i.e. a cul-de-sac,
retaining access to existing driveway.
b) Based on the fact that the full and partial road closures, together with the
additional outbound lane between Newlands Ave and Hillwood Road,
together with various intersection upgrades, allows for the facilitation of
reduced travel time along this major arterial and rationalizes the number
of start-stop instances, that the Transport Portfolio Committee
recommends to MAYCO and thereafter Council the approval of the full
and partial road closures as detailed above
c) Any trees that are affected should be transplanted to a suitable location or replaced where possible.
