UNANIMOUSLY RESOLVED
 
  1. Ward 112:  Kwagga Street, Goedemoed (TNDN3750).   Request for traffic calming along Kwagga Street, Goedemoed was received from Zanelle Coetzee. 
 
That traffic calming NOT BE SUPPORTED for the reasons as indicated below, however, for safety reasons the implementation of warning signs at the park be considered.
 
REASONS FOR NON-SUPPORT RECEIVED FROM TRANSPORT (Akhona Maseko)
  • Kwagga Street is a class 5 residential road located within a low to medium density residential area of Goedemoed.
  • Our assessment indicated that there is a play park located along Kwagga Street, however during site visits no high volumes of pedestrians were observed using the park or crossing the road, therefore, the potential for pedestrian/vehicle conflict along Kwagga Street can be considered low.
 
 
  1. Ward 112:  Verbena Street, Durbanville (TNDN3821).   Request for traffic calming along Verbena Street, Goedemoed was received from Kent Weyers.
 
That given the collision data as reflected in the report and Traffic Calming Policy, traffic calming NOT BE SUPPORTED along Verbena Road.
 
 
REASONS FOR NON-SUPPORT RECEIVED FROM TRANSPORT (Akhona Maseko)
 
  • Verbena Road is a class 5 residential road located within a low to medium density residential area of Durbanville.
    • Our assessment indicated that there are no schools or any public amenities located along the study road which may attract significant volumes of vulnerable pedestrians along the roadway. Therefore, the potential for pedestrian/vehicle conflict along Verbena Road can be considered low and non-compliant with Section 7(3) of the Traffic Calming Policy.
    • We do acknowledge that there is an open space along Verbena Road, but during a site visit, no vulnerable pedestrians were observed using the open space.
 
 
 
3        Ward 112:  Aandblom Street, Durbanville (TNDN3768).   Request for traffic calming along Aandblom Street, Durbanville was received from Richard & Elsabe Loots.
 
That traffic calming measures NOT BE SUPPORTED for the reasons as as set out below.
 
REASONS FOR NON-SUPPORT RECEIVED FROM TRANSPORT (Akhona Maseko)
 
  • Aandblom Road is a class 5 residential road located within a medium density residential area of Durbanville.
  • Our assessment indicated that there are no public amenities such as schools, play parks etc. with direct access onto Aandblom Road, which may attract vulnerable or high concentrations of pedestrians along or across the study roadway. Therefore, the potential for pedestrian/vehicle conflict along the length of Aandblom Road is considered low and non-compliant with Section 7(3) of the Traffic Calming Policy.
 
 
4        Ward 112:  Goedemoed Road, Durbanville (TNDN3779).   Request for traffic calming along Goedemoed Street, Goedemoed, Durbanville was received from Eleanor Kerkman.
 
That a raised intersection BE SUPPORTED at Hartebees Street/Goedemoed Road and warning signs BE SUPPORTED at the park, such calming measures BE IMPLEMENTED on the department’s schools programme.
 
 
 
5        Ward 112:  Plataan Street, Durbanville (TNDN3793).   Request for traffic calming along Plataan Street, Durbanville was received from Olive Scheepers.
 
That additional traffic calming measures NOT BE SUPPORTED along the length of Plataan Road for the reasons as as set out below.
 
REASONS FOR NON-SUPPORT RECEIVED FROM TRANSPORT (Akhona Maseko)
 
  • Plataan Road is a class 5 residential road located within a medium density residential area of Natures Valley.
  • Our assessment indicated that Durbanville High School Cricket Club is located between Vissershok and Oxford Road along Plataan Road, which are already protected by two speed humps. There are no other public amenities located along the study road to attract vulnerable or high concentrations of pedestrian activity across or along the roadway. Therefore, the potential for pedestrian/vehicle conflict along Plataan Road is considered low and non-compliant with Section 7(3) of the Traffic Calming Policy.
 
 
 
6        Ward 70:  Door de Kraal Avenue, Kenridge (TNDN37).   Request for traffic calming along Door de Kraal Avenue was received from Shelly Williams.
 
          That the existing mid-block pedestrain crossing along Door de Kraal Avenue BE CONVERTED to a raised pedestrian crossing in the interest of pedestrian safety,  BE IMPLEMENTED on the department’s schools programme.
 
REASONS FOR RECOMMENDED CONVERSION RECEIVED FROM TRANSPORT (Akhona Maseko)
 
  • Door de Kraal Avenue is a class  residential road located within a low to medium density residential area of Kenridge
  • Our assessment indicated that Kenridge Primary School is located along Door de Kraal Avenue, which may attract vulnerable and high concentration of pedestrian activity accross the study road.
  • There are two existing speed humps located alond Door de Kraal Avenue between Greenfields Street and Mildred Street and an existing level mid-block pedestrain crossing between Greenfields Street and Mildres Street
  • The potention for pedestrian / vehicle conflict along Door de Kraal Avenue at the existing pedestrian crossing can be considered high and compliant with Section 7(3) of the Traffic Calming Policy.
 
 
 
7        Ward 112 :  Steenbok Close, Uitzicht (TNDN3166).   Request for traffic calming along Steenbok Close, Uitzicht was received from Morne de Kock.
 
That three (3) speed humps along Steenbok Street, Uitzicht in the vicinity of the play park BE SUPPORTED and placed on the awaiting funds schedule.
 
 
8        Ward 112 :  Zandkloof Road, Uitzicht (TNDN3735).   Request for traffic calming along Door de Kraal Avenue was received from L.A van Heerden.
 
That traffic calming measures NOT BE SUPPORTED along Zandkloof Road, Uitzicht, however, for safey reasons, warning signs BE SUPPORTED by the Line Department.
 
REASONS FOR NON-SUPPORT RECEIVED FROM TRANSPORT (Akhona Maseko)
 
  • Zandkloof Road is a class 5 residential road located within a medium density residential area of Uitzicht.
  • Our assessment indicated that there are no public amenities such as schools, play parks etc. with direct access onto Zandkloof Road which may attract vulnerable or high concentrations of pedestrian activity along or across the roadway. Therefore, the potential for pedestrian/vehicle conflict along the length of Zandkloof Road is considered low and non-compliant with Section 7(3) of the Traffic Calming Policy.
 
 
9        Ward 112 :  King Street / Oxford Street Intersection, Durbanville, (TNDN3679).   Request for an investigation ito the safety at this intersection due to poor sight lines (street parking). 
 
That given the lack of shoulder sight distances in most directions from the King Street approaches, it BE RECOMMENDED that the intersection of King/Oxford Street BE CONVERTED to an all-way stop control to be implemented by the Line Department.
 
 
10      Ward 21 :  Eversdal Road / Chantecler Road, Durbanville, (TNDN3986).   Request for pedestrian crossing received from A Schoonees. 
 
That it BE RECOMMENDED that new Pedestrian Crossing Lines (RTM3) be painted along all the approaches at the study intersection.  The lines should be white 100mm thick lines according to SARTSM Vol. 1 Chapters 7.2.3.  All conflicting road markings are to be removed and repainted.  To be implemented by the Line Department.
 
 
11      Ward 70 :  Goeweneur Street / Rheede Street Intersection, Welgemoed (TNDN3843).  Request for all-way stop received from Cllr Viljoen. 
 
That based on the criteria evaluation for all-way stop controls, it is evident that there are no criteria in favour of an all-way stop and is therefore NOT RECOMMENDED, however, the lack of shoulder sight distances at the intersection being a safety concern, it BE RECOMMENDED that the vegetation/trees within the road reserve be pruned by the relevant line department.
