RESOLVED unanimously by Subcouncil 2 that the motion by Cllr R Bresler BE CARRIED that the Goliath Estate issues be investigated and fast tracked and monthly feedback be provided to the Subcouncil in respect of the following:

To provide the information and schedules in terms of the responsible departments in respect of the functional service delivery of the informal settlement;

That the placement of qualifying occupants be fast-tracked and considered for all other new housing and rental projects;

That, should placement not be possible, the Legal Department be consulted in respect of investigation for expropriation of the land for the establishment of a project on the current site;
-
That the longstanding beneficiaries also be considered for allocation in rental units;
-
To investigate the legal status of the informal settlement in terms of the estate cases that have not been resolved;
-
That the properties be managed as problem properties and that the CCT investigate whether it can obtain authorization for the provision of permission for electricity meters to be provided to the illegal occupants, which will then be taken with them when they are allocated elsewhere;

An investigation be lodged and legal opinion be obtained on the liability of estate properties where there is unpaid accounts owing to CCT;
-
To determine, that should pre- paid meters not be possible, what alternatives could be investigated to provide electricity to the occupants, in order to prevent illegal connections and tampering of illegal connections?

That an operation be planned to help the Electricity Generation and Distribution department to remove the remaining illegal cables in the area as it is unsafe;
-
That the perpetrators who was identified as the illegal connectors, be prosecuted.
