The Subcouncil Chairperson introduced this item and further granted an opportunity
to the official to give a detailed report. Miss Taylor indicated that this item served in
the Subcouncil meeting but was deferred back to obtain comments from the Traffic
Department. They have received the outstanding comments; Traffic Department
agreed to this application.
Cllr Moses referred to page 130 and said that the map shows that ERF 101680 is a
road-reserved area. The background of this application raises many concerns. When
the applicant applied, emails were sent to him as a Cllr for approval but he advised for
the process to be followed, further pressure was put at the Mayor’s office. He
requested the Subcouncil to reject this application on the basis that the portion is a
road reserved, it affects the rights of the community members, and there are traffic
risks that are involved.
He further requested the Subcouncil to conduct an investigation to address the
concerns raised. He further explained that he noticed that there are two garages on
the space with two taxis parked, with a small garden. Traffic Department previously
was not happy with the application but suddenly they are. He indicated that he does
not see how Traffic would give approval to a road-reserved portion. He also mentioned
that while waiting for approval there was no rent charged to the applicant. He added
that the disaster risk report is missing for this kind of application.
The Subcouncil Chairperson supported the proposal made by Cllr Moses. The
Subcouncil Manager indicated the Subcouncil is only required to comment on the
application. Council will make the final approval. There was unanimous agreement
with the resolution.

Cape Town, off Goudini road, Heideveld for Gardening and Security Purposes:
