Meeting date: 29/08/2024
The Subcouncil manager provided feedback that no progress was received on this matter, as previously discussed the implementation of all projects are dependant on URP’s intervention. At the ACTT meeting it was concluded that Mr Booi will make effort by engaging the Director of the department to ensure that the URP projects are still implemented in ward 4 during the current 2024/25 financial year. This is to ensure that the release of the project can be concluded in a structured matter, and that the Community Action Plan can be tabled at the November Subcouncil meeting.
The report hopes to serve the matters addressed in the motion. The Subcouncil Manager informed the meeting that all projects are budgetary dependant and the engagement with URP and Line Departments confirmed that no concrete plans of actions are in place in addressing the challenges of service delivery.
Cllr Benadie expressed his concern that no progress has been made since the previous Subcouncil meeting and the engagement with the Acting Director regarding the lack of any action plans is a huge concern. The matter would need to be escalated to the Deputy Mayor to prioritise the service delivery.
The Subcouncil Chairperson added that the activation of the land in Freedom Way is very important to prevent land invasion. However illegal dumping is taking place at the fenced land. And the URP department has committed to deploying an EPWP worker to maintain the fenced land.
His last request was for the report to serve at the Subcouncil meeting in November to ascertain if it is impossible to development in Joe Slovo, in order to inform the Mayor.
Cllr Benadie informed the meeting that a meeting was held recently with Ald JP Smit and all security sectors.
The Subcouncil Manager added that the two EPWP workers will be employed from the relevant department and the meeting held with the security cluster was to enforce by-law enforcement. Subcouncil will engage will all the heads from the Safety and Security directorate and identify their roles and responsibilities.
The Chairperson added that he was recently informed that there has been an increase in shootings in Joe Slovo and Subcouncil should request for an increase of visible policing.
Cllr Benadie added that the need for the safety and security meeting is very urgent.
Subcouncil Manager requested that the matters be highlighted at the monthly CPF meeting.
Meeting date: 19/09/2024
The Subcouncil manager provided that there has been no progress and feedback in terms of the Community Action Plan (CAP) and that this plan impacts and would address the issues within the motion. It was further emphasized that the URP department has no concrete commitment in terms of rendering any services in Joe Slovo Park and Phoenix, as per the recent notification of the withdrawal of URP from certain areas across the City of Cape Town, taking on a more focused approach. The Subcouncil manager requested for a transversal approach as the matter remains stagnant.
Cllr Benadie expressed his concerns that having no plans for the community of Joe Slovo Park is not ideal. He further said that every department that he has consulted has outlined that Joe Slovo Park is deteriorating and the City of Cape Town needs to intervene and that the matter needs to be taken up politically with the Mayor.
The Chairperson said that the matter needs to be escalated to the Mayor, Speaker’s and City Manager’s office. He further proposed that Mr Alastair Graham be invited to discuss the exit of URP in Joe Slovo Park and Phoenix. Mr Booi is requested to provide the comprehensive report in November 2024 indicating the progressive as to what is needed in Joe Slovo Park.
The Subcouncil manager added that the CAP report not been received and would like to request the report informally. She proposed that the Subcouncil would request all line departments’ plans and interventions that are planned for Joe Slovo Park for the financial year and collate the information. If this does not add any value then the matter will need to be escalated.
Meeting date: 17/10/2024
The Subcouncil Manager reported that a transversal meeting has been scheduled for October 2024 with all line departments to present their annual plans for Joe Slovo Park and Phoenix area. She further reported that there has been some movement in Freedom Way Park, a site visit was conducted by Spatial Planning Department with land surveyors. Subcouncil Manager noted that a follow-up with department would be done to establish the reason why the survey was conducted and the proposed project. In addition, Subcouncil would be forwarding all blockages to the office of Director Pearl Nongqongqo for a transversal approach.
Cllr Benadie suggested that after the Transversal meeting a community engagement be held to give feedback to the community. He further raised his concerns regarding the excessive dumping and health risk in the area, which needs a more formal engagement with the department to discuss the different policies that have an impact on the City Waste Removal Strategy in Joe Slovo Park. He further said that the classification of Joe Slovo Park needs to be reviewed.
The Chairperson said that the Subcouncil Manager needs to follow up with Spatial Planning Department on what their plans are and whether there is budget commitments for that specific project. He further requested that Mr Alastair Graham be invited to Subcouncil to have an engagement to discuss the decommissioning of URP in Joe Slovo and Phoenix.
The Chairperson suggested that the classification of Joe Slovo Park should be done in a separate engagement.

Meeting date: 21/11/2024
The Subcouncil Manager reported that item 03SUB 28/11/2024 on the agenda speaks to this motion. She further stated that a decision needs to be made regarding the proposal to decommission MURP from the area within Ward 4. It was discussed at the ACTT meeting that the Transversal meeting had been cancelled due to the fact that it would not yield the required results, as similar meetings were arranged previously and no progress was made by the line department. The Subcouncil has sufficient information to escalate the matter to the City Manager's and Deputy Mayor's Offices, as the motion requires escalation from higher authority for consideration.
Cllr Benadie expressed his concerns and pleaded for any assistance or interventions with regards to the deterioration matter of Joe Slovo Park and Phoenix area. He further supported the suggestion of escalating the matter to the City Manager and Deputy Mayor’s office and that he hopes the matter would receive the required attention it deserves.
Meeting date: 23/01/2025
The Subcouncil Manager reported that the matter has been elevated to Director of Citizen Interface and Regional Manager of Area North. A meeting was held with Director, Regional Manager and Mr Booi on the 13 December 2024 regarding a way forward with the decommissioning of MURP. It was noted that Mr Booi needs to share more background of work done and that Mr Alastair Graham to send the criteria that was used for the decommissioning of MURP from Ward 4. Emanating from this meeting it was additionally noted that the matter need to be discussed politically. The matter regarding the decommissioning is ongoing, in the interim Subcouncil is escalating concerns and service requests matters to line departments in an attempt to address the individual challenges that exist.
Cllr Benadie said that the political discussion with the Deputy Mayor needs to be prioritized as the area is deteriorating rapidly. He further expressed his concerns regarding the Freedom Way vacant land that is being utilized as an illegal dumping site and requested a site visit to be done to Phoenix and Joe Slovo Park area with the respective officials as no line department is taking ownership for the maintenance of the erven.
The Chairperson supported Cllr Benadie request to do a site visit in the area. He further emphasized that the Subcouncil was not in support of the decommissioning of MURP.
He requested that the City Manager to be informed regarding the fact that line departments have not been forthcoming with proposed plans to implement to improve service delivery in Ward 4.
The Subcouncil Manager said that Subcouncil has followed the correct protocols as to how to elevate this matter. A follow up email would be written to arrange a meeting with the Deputy Mayor as it was noted that the matter needs to be elevated politically.
