Cllr Simon Liell-Cock requested that a workshop be arranged with the EPWP staff in order to discuss  the following issues on the Jobseekers Database:

 

The current implementation of the EPWP program was creating more conflict than goodwill in the community and more stress for the Ward Councillor.

 

• 
  The database of jobseekers in Ward 61 needs to be cleaned up – propose to exclude all names registered before 2020.


• 
  The system must identify all Jobseekers who were randomised, interviewed, accepted the job and were appointed but who did not pitch up for work. They need to be excluded from further searches.


• 
  Following a number of failed randomisation attempts and when selected jobseekers do not pitch for work, the Sub-council Manager needs to be able to deviate from the process and select jobseekers form the database.


• 
  The list needed to be transparent – an up-to-date list of who was on the database with their address, contact details, if they have been employed, when they last worked and how long they worked for, needs to be available to the Sub-council and the Councillors.


• 
  Most importantly the Subcouncil Manager needed to be informed about ALL EPWP projects prior to the searching for names so that the Ward Councillor was aware of which department was looking for workers, what the tasks will be and how many people were needed.  

 

Councillors requested that the policy be reviewed.

 

Ald Felicity Purchase suggested that the issues discussed at the workshop be forwarded to the Executive Director: Urban Management requesting that the policy be reviewed taking, into consideration the matters discussed.

 

RESOLVED that,

 

1. 
   A workshop be arranged with the EPWP staff;

 

2. 
   The issues discussed at the workshop be submitted to the Executive Director: Urban Management requesting the EPWP Policy be reviewed.
