PROPOSED LEASES AT THE MEADOWRIDGE SPORTING PRECINCT, HOWARD DRIVE, MEADOWRIDGE TO MEADOWRIDGE TENNIS CLUB, MEADOWRIDGE ASSOCIATION FOOTBALL CLUB AND MEADOWRIDGE BOWLING CLUB
Cllr Bew advised that she supported the recommendations in the report and was glad about the progress regarding the Leases.
Cllr Brunette enquired how the Leases are being categorised. She was informed that it was a sporting Lease with a tariff of R966.09 per annum, subject to change after 1 July 2021.
The Chairperson enquired whether the clubhouses had bars where liquor was sold because the rentals were unbelievably low.
Cllr Bew responded as follows:

The soccer club and the bowling club had a bar and sold liquor.

The tennis club did not have a bar.

The soccer club planned to have a restaurant once the lease was in place similar to the clubs at the Constantia Precinct.
Cllr Southgate said that he supported the application but questioned how wise it was to grant a Lease while the Policy was still outstanding.
Ms Amanda Phillips from Property Management, explained as follows:

The Policy was still in draft phase; the line manager will be consulted about the status thereof.

Once the Policy was approved, another report could be written with an addendum depicting the category, the rental could also change, thus amending the Lease Agreement.
Cllr Bew said that Covid 19 has changed how people socialise, revenue of clubs is not what it used to be, therefore this was a good Lease under the circumstances.
A virtual vote was taken; the recommendation was unanimously supported by Subcouncil 20.
RESOLVED TO RECOMMEND
Subcouncil 20 supports the recommendation following portions of the Public Place be leased to the respective sports clubs, as indicated in the table below, or their successors in title, subject to the following Conditions:

A tariff rental of R966.09 per annum per club excluding VAT calculated at the rate applicable at the time of transaction be payable. Rates not applicable.

The Lease will endure for a period of ten years.

The rental will be adjusted annually in terms of the rental tariff structure as approved by Council.

The properties be used for sporting purposes only.

Subject to such further Conditions to be imposed by the Director: Property Management in terms of her delegated authority.

Subject to compliance with any other statutory requirement.

No compensation will be payable for any improvements made to the properties.

No trees to be lopped or felled without the prior written consent of Environmental Resource Management.

No walls or fencing on the Meadowridge Common boundary are to be erected or replaced without the approval of Environmental Resource Management.

No invasive plant species (included but limited to those listed in terms of the National Environmental Management Act: Biodiversity Act 2004 (Act 10 of 2004) are to be planted on the leased area.

No refuse/waste generated from the leased area is to be stored or dumped on the adjacent conservation area.
-
No run-off from the leased area into the conservation area is permitted.
-
Light pollution from floodlights/security lights needs to be directed down onto the leased area and not onto the abutting conservation area.
