Mr. Daniels gave an opportunity to Mr. Rigby to explain the Standard Operating Guidelines for Trench Reinstatements.

Mr. Rigby explained that the report is for information and noting regarding the trench marks created by Water Services. He said the currently they have a problem with trench marks created by water services where there was a pipe burst and emergency repairs, there are many complaints of the trench marks. A standard operating guideline was set to describe the roles and responsibilities. The process needs to be followed by transport and water services. As soon as the complaint is received water and sanitation must go on site, remove and repair what was damaged, once they are done they will send a notification to transport depo who will follow up and do control testing

He added that COVID 19 has created a back lock of the work because the departments were not allowed to go on site during the higher levels of lockdown and that has an impact on completing C3 complaints and especially with regards to potholes.

Cllr Yozi said he acknowledges that there is a programme of road resurfacing that will be happening in Subcouncil 14, he also acknowledges the number of streets that this will be covering as sent by Mr. Rigby to the Subcouncil manager. He said that his problem is the capacity of the two departments in Heideveld and Nyanga as they are managed by one person. The work done by the employees from this department in the streets is not satisfactory, comparing the Subcouncil 14 with the affluent areas the level of service is not the same. He also indicated that he requested for a before and after picture of the repairs from Anga who is managing the departments.

Mr. Rigby said that what the Cllr is referring to as a bad pothole repair was a temporary pothole repairs as there was no tender and an increased amount of pothole repairs. Other district in Constantia have the same problem. The re-servicing programme will be done according to the budget that will be received.

Cllr Zondani said that Subcouncil 14 is facing a challenge in both maintenance and construction of the roads but this discussion seems to be only focused on maintenance. Concern for ward 38 is the re-construction of the old concrete road, he added the street opposite Fezeka also needs to be rehabilitation. We know that from years back the former mayor planned to fix all the streets but there has been silence now. Subcouncil 14 has made a lot of submissions for road rehabilitation and in 2016 it was promised that the rehabilitation will start from NY 74 up towards Barcelona. Due to change of boundaries where Barcelona became ward 40 the plan was thrown out of the window and the project started in Barcelona. He indicated that during the maintenance of the streets there is a tendency of just fixing the streets but not painting.

Cllr Zondani said that the Car Washes are messing up the roads so he advised for the quality of the concrete to be improved, he also added that the furniture put in the parks in our areas has to be solid.

Mr. Rigby said that the process of roads rehabilitation is done by the Capital Implementations Department not by the district department. He added that

The chairperson wanted to find out about the roads that were left half way done if they are also under Capital Implementations department.

Cllr wanted clarity from Mr. Rigby who said that the reason the temporary maintenance was because of funding, now that they have the tender will they maintain the areas fully. He also wanted to know the list of street that will be forwarded for road resurfacing.

Mr. Rigby said that the department will take a before and after picture to prepare for proper repairs.

Cllr Makasi explained

Mr.Rigby that they have dealt with a report on Potholes where an official was not present to explain, it was resolved for the official to be invited in the next Activity day to address the challenges and

concerns raised by the Cllrs. The Subcouncil will send an invitation the colleague.

There was unanimous agreement with the resolution.
