PROGRESSIVE CAPITAL EXPENDITURE REPORT (PCER): JANUARY 2021
 
CPX.0016621-F1 Upgrade Vygekraal River bank: Mr Frehse, Manager: Catchment, Stormwater and River gave a detailed presentation on the plan for the maintenance of the riverbanks. He highlighted the following:
  • Fencing at Vygieskraal Canal – a decision could not be made on the height of the fence. They will engage the community leadership about this.
  • The River is divided in three sections and maintenance will take place in three sections, i.e. Jakes Gerwel Drive, Cornflower Street and Jan Smuts Drive.
·         There was a delay in project implementation due to the cancellation of a tender.
 
Cllr R Adams thanked the official for a detailed presentation and said that it was the first time in 10 years that the SC receives positive feedback. He said that he was looking forward to positive feedback and implementation.
 
Ms Powell of Informal Settlements reported that a project update on the EPWP Fieldworkers was submitted by the department on the previous day yesterday and will workflow it to the SC Manager. She told the meeting that the remaining funds will be spent in total by the end of the financial year.
 
Ward 48
 
Mr Abass of Strategic Assets reported via email the following update from the architect:
·         The layouts between the Architect and the contractor was approved.
·         A Site Development Plan was submitted to Council for Land Use.
·         The updated plan will be sent to the contractor.
·         Quotation will be updated.
·         Purchase Order will be created.
·         Commencement of work on site.
 
CPX.0015147-F1 Vygieskraal Stadium – Security Control, Mrs Salie reported that the floodlights were received earlier than anticipated. The remainder of the funds will be utilized to purchase additional floodlights. The orders will be placed in February 2021.
 
Mr Cedras reported that the remainder of the funds for the Upgrade of the Parks has been committed for the supply and installation of signage. They anticipate completion by the end of February 2021. The other available funds will be used for a swing set at Limpopo Park and completion should be by the end of March.
 
Ward 49
 
CPX.0017821-F1 Athlone Stadium Upgrade Phase: Mr Pretorius, Strategic Assets: He informed the meeting that they encountered a slight delay due to supplier constraints with materials, but the high mast lights were completed on 15 February 2021. He said that an order has been placed for the supply and installation of canopy lights. Delivery of materials is expected by April 2021 and installation should be completed before 30 June 2021. Lighting equipment from Shanghai will arrive to the Cape Town Port on 16 March 2021. They are experiencing heavy congestion at the port and there is a possible five-day delay. The controls for the lighting are expected to arrive from the USA on 3 April 2021.  No funds are expended yet on the dashboard and the reason was that his Director decided that payments for materials on site is made on completion, and not on progress.
 
CPX.0007847-F2 ARTS: Material Recovery Facility: Mr De Bruyn of Solid Waste Management reported that the 78C/2014/15 tender document has been submitted to the service provider for his signature and there after the Director will sign it off. They can then get the process going to obtain a PO, that should be finalised by the end of March 2021. The Professional Services tender 48C/2020/21 (Section 33) is currently in the appeal period and one appeal has already been received, which could result in future delays. An Engineering Services report is currently underway to make use of 217C/2017/18 and is on track.
 
Cllr R Adams reported that he is happy with the expenditure of his ward allocation projects and commended Parks for their excellent work.
 
Ward 60
 
Cllr Kleinschmidt said that he was happy with the progress of his projects and that Libraries will definitely spend their funds. He enquired about the LPR Cameras and the Traffic Calming projects.
 
CPX.0016985-F1 LPR Cameras - Ward 60: Mr Vaaltine reported that one camera at Klipfontein and Priska Roads is completed. He is waiting for way leaves on the other two, and then that will also be completed.
 
Cllr Kleinschmidt requested that Mr Vaaltine forward an email as soon as equipment arrives and when it will be installed.
 
Mr Rigby of Transport reported that they received the approved tender and that a contractor will be appointed soon, but he cannot give timelines yet.
 
Cllr Kleinschmidt request the schedule of the EPWP park attendants to keep track of them.
 
 
CPX.0012966-F3 IRT - Jan Smuts: Cllr Kleinschmidt reported that the MyCiti project is continuing steadily. He reminded the project manager to put a flag bearer at the intersection of the Jan Smuts and Turfhall Roads as it is an extremely busy intersection. He said that one of the business owner’s vibacrete was damaged and requested the Ms Liebenberg forward a claim form to him.
