The Subcouncil manager introduce the report on Progressive Capital Expenditure: January 2021 and asked the officials to take the meeting through projects they are responsible for.

Mr. Kapery said that in Ward 37 & 45 the signing of contracts will be done on the 24th February for 4 workers and 1 supervisor for both wards.

Mr. Cedras said that all their departmental projects are on track and in Ward 37 the synthetic turf process has started and Cllr Nyingwa is aware. He said that the process of Upgrade of POS in Ward 38 is with the Director for intervention and assistance with the departments involved.

Mr. Daniels said that a communication was sent to the departments and involved and an email was sent to the ED for further involvement as we would like the implementation to be done before the end of the financial year.

Mr. Cedras said that in Ward 45 Irvine park there is a balance of R27 000 and the bins were purchased they will be delivered before the end of the week unless Cllr Jacobs would like to ask questions.

CCTV Camera – Ward 37

Mr. Cole said that the poles have been installed and they are waiting for the power to install the cameras.

Mr. Daniels said that in the last Subcouncil meeting Cllr Manata asked if the department would be able to install cameras in the Subcouncil and an email was sent to the Director and he said they can install additional 3 cameras in the subcouncil.

Manenberg PTI

Mr. Mavuso said that they have a budget of R 300 000 for this financial year and a service provider has been appointed for a planning study for them to go on site to see of the site will adequate for the PTI and if it is not conducive they will check for alternative sites.

Cllr Makasi said Cllr Jacobs got disconnected and would like to come back to this item when she gets connected again.

Mr. Daniels said that there was a request to meet with Mr. Ruberto Isaaks of Health in terms of their projects and the meeting will be next week.

Mr. Daniels said the request to meet with Mr. Isaac from health on the 25th February 2021 for projects and interventions that the department will have. He further said that some of the officials were disconnected and he will give updates from different project managers.

There was a meeting with Sameera and Mr. Rigby for roads and if there are any information required by the councillors can be emailed to the office.

Mr. Abrahams said that SCM didn’t advertise the ECD equipment and is currently being advertised and in Ward 45. The department is busy organizing the event for Youth Day. Some of the projects are for Mr. Magagula who is not part of the meeting.

Cllr Nyingwa said that he was informed by the official of the delays and would like the ECD equipment to be delivered as the beneficiaries of the project are waiting.

Cllr Makasi requested a date as to when will the equipment be delivered to the councillor.

Mr. Abrahams said that they will deliver by 31st March 2021.

Cllr Zondani said that he would to speak on the issue of the POS and he would like an intervention from the Director’s office as interventions were made with departments and on the eve of implementation communication were received that there is no department to implement.

Cllr Makasi said that she was informed that there will be a site visit with both departments and she does not understand.

Mr. Daniels said that he would like the Director to also intervene with these departments.

He also said that with the drivers licence we are still waiting for SCM process as to which vendor was awarded so that we can start with the implementation. The GIA process is still on going and a third advert was sent out for Ward 39 and update will be sent to councillors on a weekly basis.

Mr Daniels explained that councillors request for vouchers to be bought with Capacity Building funding was signed by MURP. Cllr Manata requested clarity on the issue of the vouchers.

Mr. Daniels explained that it has been signed off and it is now with the Urban Management: Finance Manager. Once he approves it will go through SCM and be awarded to a vendor.

Hostel Transformation Project

Mr. Abrahams said that the budget has been sent for this financial year and there was a hostel transformation meeting with MAYCO members and Cllrs. Ward 37 and Ward 39 are included in the project. The project has come to an end. Both Councillor Yozi and Nyingwa are part of the Hostel Forum
