Resolution detail

Ald March informed all Project Managers that all monies must be spent. He said that the officials could use their own budget and add in the cents, but that he wanted no roll over funds at the end of the financial year. He wanted some clarity on the following:
Ward 48 – Upgrade of parks. Mr Lombard reported that the available balance would be spent on installing a concrete surface for a jungle gym and new steele play equipment in Limpopo Park.
 
Ald Cavanagh said that it would be unsafe for children if the rubber matting was not installed as well and wanted to know why it could not be installed when doing the concrete.
 
Mr Lombard explained that the funding was not enough for this financial year and that he was holding back the concrete base as late as possible for end of June and thereafter in July would do the rubber matting.
 
Further upgrade of Penlyn POS – Mr Lombard said that the committed amount would be spent on signage and that the available amount of R40. He said that certain items cannot be purchased from stores but he will find out from his Finance Department how he could spend the R40.
 
Mr Cedras suggested that they purchase a padlock, paint or paint brushes.  
 
Ward 49, Upgrade of parks – Ald March also stated that there was an available balance of R244 and that the Project Manager should report back at the next SC meeting how he spent the money.
 
Cllr Adams thanked Mr Lombard and contractors for going the extra mile and for working very close with him and for consulting with the communities.
 
Ward 49, Field Crescent Sportsfield Upgrade – Mrs Salie reported that R28 was too little to be spent on a capital expenditure, but that she will endeavor to spend it.
 
Ms Liebenberg agreed that Capital budget was very difficult to spend small amount and that it does become a challenge.
 
Ward 60, Sprigg Road Park – Cllr Kleinschmidt said there was an available amount of R8 and suggested that a paint brush be purchased. He concurred with Ald March that all monies must be spent.
 
Traffic calming measure – Ald March said that the project must be completed at the end of March 2021 and if it cannot be done, Ms Parker should put the reasons in writing to speed up the process. He said that he would forward her submission to the ED and wants to know how they could speed up the process to award tenders.
 
Ald Cavanaugh said that the contractor appointed would be given a completion date by end of June. He stated that the tender anticipated to be awarded in November and that they must accept that there would be anomalies to take into consideration.
 
Ms Parker reported that by the end of January the tender will be available. She said that, in terms of the contractor to comply with shorter time frames, she would have to negotiate with him. She said that with the experience and track record of her Department, the projects would all be completed by end of June, but that would request for earlier completion as per the request of the Chairperson.
