RESOLVED TO RECOMMEND
Subcouncil 20 that in considering the Subdelegation Rule part 24 4 (1), the Subcouncil Manager in conjunction with the Chairperson and the Ward Councillor, recommended that the application for the liquor licence received from Green Door African Food, Erf 67754, 4 Ebor Road, Wynberg, for the sale of liquor for Consumption On Premises, Reference No LLA20110029, not be supported.
Reasons for not supporting the application:

The property is not fit for purpose. Premises/restaurant partially used as a vehicle repair mechanic workshop and a direct connection to fumes.

The exterior of the food premises does not meet the hygiene and/or structural condition.

The Kitchen is not fit for any food preparation – there are no preparation surfaces available, no wash-up facilities or hand washing basin to achieve the minimum level of hygiene as per the Conditions of R638.

Only 2 sanitation facilities are available.

Prostitution, drinking in public as well as dealing and use of drugs are prominent issues in this particular street.

The restaurant is operating illegally as they are not in possession of a Business Licence as required in terms of the Business Act, No 71 of 1991, for the sale and supply of meals.

The Business Licence application has been refused by the Fire Department, Building Development management, Mechanical Ventilation and Health Department.
