RESOLVED to RECOMMEND that
a) In terms of Chapter 4, of the Municipal Asset Transfer Regulation (MATR) R.878 promulgated on 22 August 2008:
i) Council resolve that Unregistered Erf 161669, Comprising of Remainder Erven – 7727, 7728, 7730, 7731, 7732, 7735, 7739, 7740
& 7741; Erf 5014 & 5015 and Portions of Erven 9612, 5018 and 166579 measuring approximately 2,843 ha, shown lettered
ABCDEFGHJKLMNPQRSTU on the attached Plan LIS 1337v0, not be required for the provision of the minimum level of basic
municipal services;
ii) Council confirm that the extent to which any compensation to be received for the right together with the estimated value of any
improvements or enhancements to the capital asset that the private sector party or organ of state to whom the right is granted will be
required to make, will result in a significant economic or financial benefit to the municipality.
b) In terms of Regulation 34(1) b of the Municipal Asset Transfer Regulations (MATR), R.878 promulgated on 22 August 2008,
Council approve in Principle the granting of rights to use, control and/or manage Portion of Erf 161669 comprising of RE –
7727, 7728, 7730, 7731, 7732, 7735, 7739, 7740 & 7741; Erf 5014 & 5015 and Portions of Erven 9612, 5018 and166579
situated on Sir Lowry Road, Zonnebloem, Cape Town as described in (a)(i);
c) Portion of Erf 161669 situated at (Goodhope Centre), Sir Lowry Road, Zonnebloem, Cape Town be leased to Film Afrika RBW (PTY)Ltd
by dispensing of public competition and entering into direct negotiations as approved by the City Manager in terms of his delegated
authority 13.2 of the Immovable Property policy and subject to conditions imposed by the Director: Property Management in the
exercise of her delegated authority.
