Resolution detail
The Subcouncil Manager introduced the report relating on Progressive Capital Expenditure: October 2020 and said the report is for noting and officials are present in the meeting for questions of clarity.
Mr. Bidla said that he is contact with Cllr Nyingwa and all his projects are on track. In ward 38 he spoke with Cllr Zondani regarding the tarring of J Nontulo. He said that at Endlovini Community Hall the item was bo8ght on operating instead of Capital item it was an administration error and that has been changed.
He also said that for Ikhwezi the project was previously done by Ms. Mde and the equipment has been procured and they are waiting for funding for the rubber mat in order to install the equipment. He further mentioned that in Ward 42 he is in contact with Cllr Ngxumza and Cllr Jacobs with their projects.
Cllr Zondani wanted to find out if Mr. Somdaka is still working as he is not visible at Endlovini and Elukhanyisweni Hall as the Manager of the facility. He further thanked Mr. Bidla about the development of J Nontulo and he would like the company doing the parking to include a bay for disabled people. He would like to know when are they finishing with Gugulethu Civic Hall.
Mr. Bidla said he will communicate with them and would like to apologies for that and at Gugulethu Civic everything is done and there is some clean up but the hall is done.
Cllr Yozi said he is in contact with the official and would like to get a report on the progress of KTC hall upgrade like they did in Millers Camp and the KTC and Millers Camp grass cutting and the fixing of parking lights at Millers Camp. He also said a temporary abolition facilities were requested for the securities.
Mr. Bidla said that the KTC hall repairs it was budgeted in the last financial year but the budget has been reduced by the department in this financial year this can be done with the budget that is assigned by the Cllr Yozi as the department at the moment does not have funds. He also said that they have a vendor that will do spraying for the grass cutting and weed cutting. He also mentioned that they are still waiting for the vendor to give them quotation on all the broken equipment at Millers camp including lighting as soon as they get the quote they will fix those.
Cllr Yozi said that there is an official fixing the allegation fumigating in the field as the association is aware that they cannot play at the moment because of the pandemic they will commence in next year the field is in a good shape.
Cllr Manata said that as their department does not have funding did they try to get funding from MURP.
Mr. Bidla said that the request from the MURP funding the department is not allowed to use the funding before they finish their departments funds.
Cllr Makasi said that ward councillors also need to write to MURP when officials encounter these problems in assisting the officials for the projects to be implemented without any delays.
Cllr Ngxumza said that he is communicating with the officials from department and the only problem was a top up to what he wanted to do and he communicated with the sub council manager for the items to be bought from his Capacity Building funding.
Cllr Jacobs said that he is in order with her projects and there was Fire department who was doing their inspection at Thambo hall and Druiwevlei hall there were issues of non-complaint from their inspection but it was communicated with Mr. Maqasho.
Cllr Yozi wanted to get clarity if an official from Roads the manager who is Grant Rigby as often the only projects that get reported on are on the one that are part of Ward Allocation from councillors and yet the departments have budget to assist.
Cllr Yozi said that she met with Susan and the estimation for the fencing will cost up to R 4 million and they were reluctant to put concrete slabs as it will cause more danger and people will be mugged and no one will see what is happening inside the cemetery. Ms. Brice will give a detailed report to the subcouncil once she has everything and the costing in place.
Cllr Ngxumza said he has an issue with the equipment of the Neighbourhood watch and nothing is given in this financial year and there is no feedback from the official and if the manager can intervene with that department.
Mr. Daniels said he does not have a final number of the opportunities that will be available for the drivers licence programme as soon as we get a service provider and the costing that will be communicated. He also said he will follow up with Mr. Bidla regarding the issue of non-compliant.
Cllr Makasi said that the Subcouncil manager need to intervene as we cannot have community halls that are non-compliant as people do utilize the community halls.
There was unanimous agreement with the resolution.
