MATTERS FOR INFORMATION
The Subcouncil Manager informed the members that the sub council received email correspondence informing the Sub council regarding the District Six Local SDF Workshop scheduled on the 22 October 2020 at Heideveld Community Centre from 11H00 -13H00 and that Cllr Matthew Kempthorne was appointed to chair meeting.
The Subcouncil officials forwarded the invite to the members of the sub council, ward committee members and all organisations in the database in all the wards. The Manager encouraged the Councillors to attend the scheduled workshop.
The members of the Sub council made the following comments

The members of the sub council are not challenging the content of the spatial development framework however have concerns from the process point of view and raised these issues

The issue of District Six restitution process is a sensitive and an important issue with historical significance and beneficiaries of restitution process are dispersed across the City hence there is a need for intense engagement with a wider scope of stakeholders on this matter.

The public participation process on the matter should be dealt with intensely and therefore questioned why there is only one scheduled workshop within the Subcouncil.

There was no proper information disseminated to Sub councils, ward committee structures and many other community stakeholders neither engagement of same for proper inputs.

The matter was brought to the attention of the sub council very late and imposed on it.

The members of the sub council cited the System of Delegations Part 24 Section 8(A) dealing with Planning and Environmental matters.

The members of the Subcouncil felt they cannot support a process which the Subcouncil is not well informed about and the scheduled workshop is not supported and should it go ahead the matter will be escalated to the office of the City Manager
Resolution
Based on the reasons mentioned above the sub council will not support the scheduled workshop for District Six Spatial Development Framework

The Subcouncil Manager informed the members that the Subcouncil held a successful Subcouncil Activity day on the 20 October 2020 agenda included;

Subcouncil Business Plan and City Wide Initiatives.

Filing of Ward Committee seats
Received email from Electoral Commission request to fill vacant seats
Ward 40 - full complement 10 members
Ward 44 - 2 seat vacant and filled 1 seat sporting sector. meeting schedule with Cllr Moses and Cllr Aslam at 13.30 - way forward filling vacant seats
Ward 46 - 2 seats vacant CBO and DVG
Ward 47 - seat vacant, Faith based sector and 1 Youth sector
Ward 47 - no ward direction received from ward councilor.
Report to be tabled at November Subcouncil meeting reallocate seats to fill 100%.
The intention is to engage Ward Councillors where re-allocation is. Report to be tabled at November Subcouncil meeting to reallocate seats to fill 100%
Ward Committee Meetings
Ward 40 held ward committee meeting on the 13 September 2020 and Ward 44 held ward committee on the 14 September 2020 discussed ward business plans.
Ward 46 committee meeting scheduled 10 November 2020 and none scheduled for Ward 47 on the request of the Ward Councillor.
Ald. A van der Rheede informed the members that some ward committee members become toxic within his ward committee and a complaint was lodged to the Speaker’s office against a ward committee member that is playing politics and other rules being violated. He asked for the member to be removed and waiting on Speaker to make decision, thereafter ward committee will be scheduled.
Cllr Cassiem informed members that some of ward committee members are not active in the communities. They complain that stipend is not paid, officials must fight with ward committee members to submit reports. He said only 2 members are really active in his ward and the ward committee members do not assist Councillor in any regard.
Ald. Antonio van der Rheede informed the Subcouncil that in terms of filing of ward committee vacant seats he will engage particular sectors and people in his ward to apply for vacant seats and will submit to Subcouncil office.
Cllr Moses said he will raise the issue with the Speaker of organizations that is toy, toying and stopping people to attending workshops also ward committee members that do not report back to their sectors.
