RECOMMENDED
 
                        The final decision resides with Council.
 

  1. That the following concerns be noted :
 
  1. The Ward Councillor indicated that the community is not aware of the existence of this soup kitchen located at the address in Fisantekraal as provided by the applicant
 
  1. Certificate of Acceptability should be in place for every soup kitchen in the community which will prepare and serve food on behalf of the organisation
 
  1. Operating expenditure may only be in terms of permissible items directly related to the project such as packaging and not related to general administration costs
 
  1. Monthly reporting should be broken down per Subcouncil in order to comply with monitoring by Subcouncil in terms of GIA policy
 
  1. The Subcouncil Manager was tasked to forward a recommendation to the Urban Management Portfolio Committee after consultation with the Subcouncil Chairperson and Ward Councillor following a site visit to the proposed soup kitchen to be scheduled for 13:00 on Friday, 9 October 2020, subject to the final recommendation being included in the official copy of the minutes as Annexure A.

That  the application by  Ikamva Labantu Charitable Trust for a grant in aid of R 44 444. 45 to serve prepared meals in Fisantekraal ward 105 BE CONDITIONALLY SUPPORTED, subject to following concerns being noted :
 
  1. The soup kitchen has only been in existence for the past 4 weeks and not well known to the community.
 
  1. Certificate of Acceptability should be in place for every soup kitchen in the community which will prepare and serve food on behalf of the organisation
 
  1. Operating expenditure may only be in terms of permissible items directly related to the project such as packaging and not related to general administration costs
 
  1. Monthly reporting should be broken down per Subcouncil in order to comply with monitoring by Subcouncil in terms of GIA policy
 
  1. The soup kitchen in Fisantekraal being provided with sufficient equipment and utensils to prepare the required number of meals.
 
  1. The operation of a take-away food outlet ( paid meals) on the premises of one of the operators be noted and measures be put in place to monitor possible conflict of interest.
