23SUB9/9/2020: Cllr Elton Jansen submitted a motion requesting the support of Subcouncil 23 for the installation of bulk infrastructure and tarring of gravel roads in Schaapkraal and Knole Park area.
He explained that the residential areas along the newly upgraded Strandfontein roads from Schaapkraal to Knole Park formed part to the Phillipi Agricultural area which in some instances were still zoned agricultural. These areas were slowly developed over the years by individual property owners into fully fletched residential areas with no bulk infrastructure such as:

Lack of underground sewer and storm water pipes and untarred roads.

Inadequate or no street lighting.

During winter and rainy days, the muddy gravel roads are a problem and during non-rainy days the dusts causes discomfort to the ratepayers and residents.
The shifting of the urban edge a few years ago allowed for the rezoning of properties from agriculture to residential which in turn allowed for development to take place in these areas. The ratepayers and residents of the Schaapkraal and Knole Park areas have for many years requested from the City of Cape Town for bulk infrastructure to be installed and gravel roads to be tarred.
The motion stated the matter be thoroughly investigated and prioritised accordingly as it is long overdue.
In view of the above, it was RECOMMENDED that,
a) Subcouncil 23 SUPPORT the motion for the installation of bulk infrastructure and tarring of gravel roads in Schaapkraal and Knole Park Area.
