Resolution detail
The Subcouncil Manager introduced the report on the 2019 /20 Ward Allocation Project Review and mentioned that the report is for the last financial year projects on how the ward allocations were spent.
Cllr Zondani raised concerns that the report is not a true reflection of what was reported in the August Subcouncil meeting where it was stated that Subcouncil achieved 92% spending.
Cllr Makasi also mentioned that the funding that was for Humanitarian Relief Food vouchers is not reflecting in the report hence Cllr Zondani is mentioning that it does not correspond with was reported in the last Subcouncil meeting. She said that she would like a detailed financial report where it will also show how much was transferred to the Mayor’ Special Fund and from which Ward Allocation projects funds were transferred.
Mr. Daniels said that the transfer to the Mayor’s Special Fund caused that those funds could no longer be considered ward allocation funding. The budget should be reflecting the adjusted amounts.
Cllr Makasi said that she would like a report to state that funds were allocated to food vouchers because to assist during Covid-19. This would enable councillors when they have public meetings and are asked questions of clarity, to account for those funds transferred. This report shows as if money was not spent.
The Subcouncil Manager explained that he has responsibility to submit a report to Subcouncil reflecting on the Ward Allocations monies that were transferred to The Mayor’ Special Fund for purposes of COVID-19 Humanitarian Relief.
The Subcouncil Manager undertook to provide the information requested by Councillors.
There was unanimous agreement with the resolution.
RESOLVED
that the 2019/20 ward allocation projects review BE ADOPTED and submitted to Council in terms of clause 13.1 of the ward allocation policy approved by Council on 29 January 2014 Subcouncil that the comments by Subcouncil BE NOTED
