Siphelele Mehlo reported that they did an investigation on this and because this is a class 3 road the physical traffic calming cannot be put in place and opted to do a speed limit review because the issue that was reported was speeding along the road. The consultant when they were checking the speed buttons there was variations as movement is different due to lockdown. This is the same project as above where you need to go physically on the site and observe and do some measurements as it was different when they did the investigations. This is still on their list and working on it and could not be concluded for the same reason as well.
Cllr Peck was happy with the feedback that something will be done.

Transport MRA Meeting: 9 June 2021
Solomzi reported that they sent the memo stating that the traffic calming is not warranted because Irene Road is a class 3 road which is not permitted according to the traffic calming policy. They were requested to do a speed limit review and will receive the report at the end of the financial year of the outcome.
Chairperson wanted to whether Irene & Dummer Roads are possible contenders for traffic circles.
Solomzi responded that Irene & Dummer Roads that they do have designs for it and is on his R60 million budget but will follow-up with Bill Jones what he recommended regarding the development contributions.
Cllr Peck stated that they find speeding happens in a number of roads and wanted to know which department is responsible to put up this signage indicating that speeding will be monitored along certain roads.
Solomzi responded if Cllr Peck is referring to the white camera signs that go below the speed limit then it would their department which is the Speed Limit Review Committee and PI de Kock’s office to make that decision and it should be agreed upon. They need to put where it is going to be enforced otherwise the signs are going to be out of place.

The Subcouncil to wait on the outcome of the speed limit review report if it was recommended.
That a report be submitted to the Subcouncil of roads that is recommended for signage in consultation with Principle Inspector de Kock.
Cllrs will also forward their list of roads for speed enforcement signage to Solomzi for it to be included in the report.

Transport MRA Meeting: 5 August 2021
Solomzi reported that the speed limit review would remain at 60km/hr as it is a class 3 road and that traffic calming were not considered and still need to send the report to the Subcouncil as the Speed Limit Review Committee still need to finalise the matter.
Cllr Peck to approach the MAYCO member for funding for the traffic circle that was recommended at Irene & Dummer Roads as soon as he receives the designs from Solomzi.

This item is a similar issue around funding.
Cllr Peck stated that he had a long meeting with Mr Gerber of Die Burger on 5 October 2021 where he explained the process and informing him that he submitted a motion to the Subcouncil and trying to get it done and Mr Gerber indicated that the City is slow and taking too long and gave a whole lot of negative responses. He wants this item to be pushed as he just received two emails from Mr Gerber about the intersection of Irene & Dummer Road.
The Chairperson suggested that these emails together with the motion and MRA on Irene Road be forwarded to the MAYCO member for them to respond.

The Subcouncil to forward the motion and the MRA on Irene Road to Cllr Peck who in turn will forward it to the MAYCO member for their intervention and urgency to the matter.

MATTERS RECEIVING ATTENTION FOR WARDS 15 AND 84
The Subcouncil Manager explained that Ward 15 and 84 was previously part of Subcouncil 24 and therefore all the matters receiving attention was carried over to Subcouncil 8. Cllr Peck and McFarlane, the ward councillors of ward 15 and 84 said that these matters could be dealt with directly with the line departments at a separate meeting that will be arranged by the Subcouncil office therefore it be proposed that the Matters Receiving for Wards 15 and 84 be closed.

That all the matters receiving attention relating to Wards 15 and 84, BE CLOSED.
