PROGRESSIVE CAPITAL EXPENDITURE: JULY 2020
 
Ward 48
 
Mr Ismail of Facilities Management reported that the development at the Turfhall Stadium is temporary office accommodation for Subcouncil 11. He said that they met with the consultants and have received their quotation and that they were waiting for the final PO. He informed the meeting that they have a contractor appointed as well and contractor will commence once the PO is created.
Ald Cavanagh wanted to know whether the structure was collapsible and what is in place regarding security. He said that vandalism and break-ins occurred on that property on a regular basis and now that an extra asset is being built, it might become more vulnerable to excessive vandalism and theft.
 
Mr Ismail responded that the temporary office space can be moved and that the property on Turfhall is enclosed. He said that he notes the Ald Cavanagh’s concern regarding the security and said that they will look at the security aspect again.
 
Mr Rigby of Transport reported that they do not have a tender available yet. He said once the tender is in place, they will start. He said that the ward allocation projects were small and easily achievable.
 
CPX.0015776-F2 Regional Recreation Hubs: Ms Hedley of Recreation and Parks informed the meeting that they are looking at recreational facilities that can host major sporting events. The idea is to make it into a formal and informal recreational hub to get residents to use these facilities as well. They are currently liaising with the different stakeholders. There are five facilities identified and Vygieskraal Stadium is one of these facilities, which fall under ward 48. She said that Vygieskraal has been chosen as the pilot of the programme. She said a professional team will be appointed to look at the facility and how to give it a face lift. They have been doing stakeholder engagements and with some of the federations and sporting stakeholders as to what they need and how to workshop that at the facility.
 
Ald Cavanagh said that this was very good news as most of these kind of facilities lacked these interactions. He said that he was glad that the vision the department is embarking on to make the facility into a bigger hub, is much needed. He said that he looks forward to a more in depth presentation with the proposals that they come up with.
 
Ward 49
 
CPX.0007847-F2 ARTS: Material Recovery Facility / MBT: Mr De Bruyn of Solid Waste said that they have a budget of R5.750m and that a portion have been allocated for engineering services. He said that extra funds on the project was funds that was rolled over from the previous financial year.
 
CPX.0014687-F1 Athlone Transfer Station Work Platform: Mr Mitchell of Solid Waste reported that the assessments have been done and a report need to be submitted to be approved by the Director.
 
 
C13.86081-F1 Athlone WWTW-Capacity Extension-phase 1: Mr Le Roux of Water and Sanitation informed the meeting they have a slight problem with the commencing of this project and the tender was approved in January, but it is still in the appeal process. He said that work has commenced on project two and that there has been expenditure which does not reflect on the PCER yet.
 
CPX.0007773-F1 Refurbishment of Labs: Mr Epstein of Water and Sanitation stated that they have two projects for the current financial year and expenditure should reflect by next month. He said the other project was for laboratory equipment for R9.9m and that this equipment is being shipped from overseas.
 
Mr Lombard of Parks reported that they are in the process of finalizing the costing for the parks in Ward 49 and will present it to the Ward Councillor once completed.
 
Mrs Salie of Recreation and Parks said that the PO will be created soon for the lighting of Field Crescent.
 
Ward 60
 
Mr September of Libraries said that they are committed to spending the funds as soon as possible. He said that COVID 19 has made them relook at the programmes planned for the libraries and that he is busy liaising with his finance team how to replace the funding.
 
Cllr Kleinschmidt wanted to know when the smaller libraries would open and residents have enquired by him already.
Mr September responded that he is not able to say yet as some of the libraries does not have PPE in place yet and as soon as that is in place, they will re-open.
 
CPX.0016985-F1 LPR Cameras - Ward 60: Mr Vaaltine of Metropolitan Police Services reported that two areas have been identified, cnr Kromboom and 7th Avenue; and cnr Chukker Road and Race Course Road LPR cameras. They are in the process of getting the quotes.
 
Cllr Kleinschmidt informed Mr Vaaltine that there is another location identified and that he should check with Dilshaan Jagger at the Subcouncil office.
