That the Water and Sanitation Department SUBMIT the Pipe Replacement program to the Subcouncil to SCRUTINISE the program.
The Subcouncil to DETERMINE in which way it can support the Pipe Replacement program in view of the likely reduction in the implementation of the program due to budget constraints.
