Subcouncil 20 refuses the application for a liquor licence received from RJ Liquors, Erf 66550, 36 Main Road, Wynberg, Reference No WCP036872/B for the Extension of Liquor Trading Days and Hours, for Consumption Off Premises.
 
Reasons for Refusal
 

  • The establishment was located 100m from the library and if approved, both the library and the establishment would be operating and it will pose a danger to the clients attending the library as indiscriminate drinking took place in the environs.
  • Close to the establishment were the Magistrates’ Court, SAPS Office, the Methodist Church and there was a Church opposite the Library.
  • This application was for Sundays and it will interfere with the congregation attending church services in the area.
  • Although the Military Camp was a distance away, its personnel frequented the establishment regularly.
  • At the time of the site-inspection, no security guard was at the entrance or on the premises.
  • People bought liquor and stood or sat in the alley close-by to drink. 
  • There were also taxis parking where drinking was taking place.
  • This application was for Sundays and it will interfere with the congregation attending church services in the area.
