It is recommended that:

In terms of section 14(2)(a) and (b) of the Municipal Finance Management Act (MFMA), Act 56 of 2003:

Council resolve that Erf 1399, (unregistered portion of remaindererf 284 Scottsdene) situated at 29 Victory Close, Scottsdene, Kraaifontein in extent approximately 533m2, zoned Open Space 2: Public Open Space on the Attached Plan 2245, not be required for the provision of the minimum level of basic municipal services;

Council confirm that the fair market value of the asset described in(i) and the economic and community value to be received in exchange for the asset described in (a) (i) have been considered.

In terms of Regulation 5(1)(b) of the Municipal Asset Transfer Regulations (MATR), R.878 promulgated on 22 August 2008, Council approve in principle the transfer of Erf 13989, (unregistered portion of remainder Erf 284 Scottsdene) situated at 29 Victory Close, Scottsdene, Kraaifontein as described in (a)(i):

Erf 1399, (unregistered portion of re3mainder erf 284 Scottsdene) Kraaifontein be transferred by the way of public competition, subject to condition to be imposed by the Director: Property Management in the exercise of the exercise of her delegated authority.

In terms of Section 4 of Council’s immovable Property By-Law 2015, Council approve the pubic place closure of Erf 1399, (unregistered portion of remainder 284 Scottsdene) situated at 29 Victory Close, Scottsdene, Kraaifontein.

Comments and recommendations provided by Provincial Treasury, be noted.

That it be confirmed that in-principle approval is only for residential purposes zoning.

That a site visit be arrange to this premises.
